City Council Meeting Minutes March 19, 2019 <br />conservation of parks and open spaces. Economically parks and open spaces <br />attract visitors and provides eligibility for external funding sources. Socially <br />parks and open spaces create interaction and community connectivity which <br />produces more stable neighborhoods. There are also positive impacts on <br />emotional and physical well-being when a community has a well planned Parks <br />and Open Space Master plan. <br />Council provided consensus to include additional language within the Social <br />aspect of this plan. "To create interaction and community connectivity, <br />accessibility and inclusivity to all members of the community". <br />Mr. Wells went into detail on the numerous meetings and events for <br />community input and outreach. Based on all the community feedback a <br />community vision was created: <br />"Create unified parks and recreation system that serves the entire San Marcos <br />community, supports tourism efforts and continues to foster stewardship of the <br />San Marcos River, Blanco River and surrounding environment." <br />The plan was sectioned into 7 different elements,12 goals and 96 actions. The <br />Elements include Parks & Facilities, Athletics, Recreation Programming & <br />Events, Greenspace & Resource protection, Trails, Maintenance & Operations, <br />and Funding & Financing. The goals include the following items: <br />1. Pursue additional parkland acquisition <br />2. Evaluate opportunities to implement improvements <br />3. Continue to develop existing parkland <br />4. Diversify the parks and recreation system with arts and culture <br />5. Continue to improve riverfront park system <br />6. Evaluate and improve athletic facilities <br />7. Create educational and recreational opportunities <br />8. Preservation and conservation of natural resources <br />9. Expand and improve the trail system <br />10. Continue beautification efforts <br />11. Evaluate maintenance equipment needs <br />12. Provide funding for parks system maintenance and improvements <br />The next step was to look at the 96 action items and categorize them into <br />action item types. These include Study (50 items), Operational Change (19 <br />items), Regulation (1 item), Non -Capital Investment (8 items), Policy (5 items), <br />Capital Investment (13 items). Mr. Wells continued his presentation and <br />discussed implementation of these action items. High priority items will begin <br />within 1-3 years, and these will frequently be started and completed within this <br />City of San Marcos Page 2 <br />
