<br />97. <br /> <br />Regular Meeting <br /> <br />March 26, 2001 <br /> <br />Page 5 <br /> <br />Mayor Chiu introduced for consideration a public hearing and approval of <br />the Council Policy Statement to be used by the City Manager in formulating <br />the proposed FY2001-2002 Budget. Mayor Chiu opened the public hearing and <br />asked if anyone wished to speak. Guadalupe Carbajal stated he wanted to <br />speak as a property owner in the downtown area. He expressed concern in <br />wanting to keep the City clean. He stated the downtown area needs the <br />City's help. He stated there are tenants in the downtown area who are <br />lax. He has visited Tampa and Laredo during festivals and seen everything <br />clean the next morning. He stated it takes manpower to do this, and the <br />City also needs to have equipment to be able to do this. No one else <br />wished to speak, so Mayor Chiu closed the public hearing. Mr. Moseley <br />moved for approval of the Policy Statement and Mr. Mayhew seconded the <br />motion. Mr. Cox stated the Downtown Association has suggestions to keep <br />their area clean. Ms. Hughson stated she understands how there can be a <br />problem when there are absentee landowners. Ms. Hughson moved to make <br />several amendments and Mr. Mayhew seconded the amendments. Ms. Hughson <br />and Mr. Mayhew withdrew the motion and second so that each motion could be <br />considered individually. Ms. Hughson moved to amend Section III.A. to add <br />an additional number as follows, "4. Continue Economic Development funding <br />at the current level," and Mr. Mayhew seconded the motion, which passed <br />unanimously. Ms. Hughson moved to amend Section IV.A.2. to read, "Explore <br />acquiring a City location for social service programs,H and to add an <br />additional number as follows, "3. Explore acquiring a City building for <br />youth service programs,H and Mr. Mayhew seconded the motion, which passed <br />unanimously. Ms. Hughson moved to amend Section IV.D.3. to read, "Improve <br />support for the Police and Fire Department~ through technology <br />enhancements,H and Mr. Mayhew seconded the motion, which passed <br />unanimously. Mr. Mayhew moved to amend Section IV.C.4. to read, "Allocate <br />at least $90,000 for green space acquisition," and Ms. Hughson seconded <br />the motion. On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Hughson, Cox, Mayhew. <br /> <br />NAY: <br /> <br />Doiron, Moseley, Chiu, Tatum. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />The motion failed. <br /> <br />Mr. Cox moved to amend Section III.A. to add an additional number as <br />follows, "5. Increase/enhance downtown parking,H and Mr. Doiron seconded <br />the motion, which passed unanimously. Mayor Chiu moved to amend Section <br />III.B.3. to read, "3. Create infrastructure to encourage the construction <br />of affordable housing at all levels, and Ms. Hughson seconded the motion, <br />which passed unanimously. The Council then voted unanimously for approval <br />of the Policy Statement as amended. <br /> <br />Mayor Chiu introduced for consideration approval of an Ordinance on first <br />reading, the caption of which was read as follows: <br />
