229. Regular Meeting May 21, 2001 Page 2 Mayor Chiu introduced a public hearing regarding 2001 Community Development Block Grant (CDBG) Allocation and Action Plan. (1) Paul Buntyn requested the Council's consideration of CDBG funds for the ALMS Program. Their mission is to relieve and reduce unemployment, and to aid the economic and social prosperity of the community. They need equipment for training and teaching and want to create a network that will provide direction. (2) Mike Mercado requested CDBG funds be set aside for the Sunset Acres Subdivision for sidewalks, parks and for sewage infrastructure. He stated children now play in the streets because there are no parks, and there are homes that are flooded during rains. (3) Johnnie Armstead requested CDBG funds for extensive repairs needed at the Calaboose Building. She stated the foundation is damaged, the walls have cracked, water leaks into the building and it needs painting. She stated the repairs could be done in two phases. She stated it is the only museum of its type in the area. Ms. Armstead stated the building also needs exterior lighting, safer doors, and with a lot of traffic in and out of the building, a lot of theft has occurred. She stated it needs a fence around the building and the building is not in compliance with handicap requirements. No one else wished to speak, so Mayor Chiu closed the public hearing. Mayor Chiu introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 2.959 ACRE TRACT OF PROPERTY LOCATED AT 231 RAMSEY STREET, FROM "R-1" (SINGLE- FAMILY DWELLING DISTRICT [LOW DENSITY]) TO "P" (PUBLIC AND INSTITUTIONAL DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Chiu opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Chiu closed the public hearing. Ms. Hughson moved for adoption of the Zoning Ordinance and Mr. Moseley seconded the motion, which passed unanimously. Mayor Chiu introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING A 35.43 ACRE TRACT OF UNZONED PROPERTY LOCATED AT 1600 NORTH L.B.J. DRIVE AS "AR" (AGRICULTURAL-RANCH DISTRICT); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Ms. Hughson filed a disclosure affidavit with the City Clerk and left the Chambers during consideration of this Ordinance. Mayor Chiu opened the public hearing and asked if anyone wished to speak.
