<br />229. <br />Regular Meeting <br /> <br />May 21, 2001 <br /> <br />Page 2 <br /> <br />Mayor Chiu introduced a public hearing regarding 2001 Community <br />Development Block Grant (CDBG) Allocation and Action Plan. (1) Paul <br />Buntyn requested the Council's consideration of CDBG funds for the ALMS <br />Program. Their mission is to relieve and reduce unemployment, and to aid <br />the economic and social prosperity of the community. They need equipment <br />for training and teaching and want to create a network that will provide <br />direction. (2) Mike Mercado requested CDBG funds be set aside for the <br />Sunset Acres Subdivision for sidewalks, parks and for sewage <br />infrastructure. He stated children now play in the streets because there <br />are no parks, and there are homes that are flooded during rains. (3) <br />Johnnie Armstead requested CDBG funds for extensive repairs needed at the <br />Calaboose Building. She stated the foundation is damaged, the walls have <br />cracked, water leaks into the building and it needs painting. She stated <br />the repairs could be done in two phases. She stated it is the only museum <br />of its type in the area. Ms. Armstead stated the building also needs <br />exterior lighting, safer doors, and with a lot of traffic in and out of <br />the building, a lot of theft has occurred. She stated it needs a fence <br />around the building and the building is not in compliance with handicap <br />requirements. No one else wished to speak, so Mayor Chiu closed the <br />public hearing. <br /> <br />Mayor Chiu introduced for consideration a public hearing and adoption of a <br />Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 2.959 ACRE <br />TRACT OF PROPERTY LOCATED AT 231 RAMSEY STREET, FROM "R-1" (SINGLE- <br />FAMILY DWELLING DISTRICT [LOW DENSITY]) TO "P" (PUBLIC AND <br />INSTITUTIONAL DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br /> <br />Mayor Chiu opened the public hearing and asked if anyone wished to speak. <br />No one did, so Mayor Chiu closed the public hearing. Ms. Hughson moved <br />for adoption of the Zoning Ordinance and Mr. Moseley seconded the motion, <br />which passed unanimously. <br /> <br />Mayor Chiu introduced for consideration a public hearing and adoption of a <br />Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING A 35.43 ACRE <br />TRACT OF UNZONED PROPERTY LOCATED AT 1600 NORTH L.B.J. DRIVE AS "AR" <br />(AGRICULTURAL-RANCH DISTRICT); INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br /> <br />Ms. Hughson filed a disclosure affidavit with the City Clerk and left the <br />Chambers during consideration of this Ordinance. Mayor Chiu opened the <br />public hearing and asked if anyone wished to speak. No one did, so Mayor <br />Chiu closed the public hearing. Mr. Mayhew moved for adoption of the <br />
