<br />221. <br /> <br />Regular Meeting <br /> <br />September 10, 2001 <br /> <br />Page 8 <br /> <br />SUCCESSORS, LESSEES OR ASSIGNS, TO MAINTAIN, USE AND OPERATE EXISTING <br />NATURAL GAS AND/OR NATURAL GAS LIQUIDS TRANSMISSION PIPELINES ALONG, <br />ACROSS AND UNDER PUBLIC RIGHTS-OF-WAY IN THE CITY OF SAN MARCOS, <br />TEXAS; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Ms. Hughson moved to remove this matter from the table and for adoption of <br />the Ordinance on third and final reading and Ms. Tatum seconded the <br />motion. James Keeter of El Paso Gas Transmission Company stated he works <br />in pipeline integrity and has twenty years of experience. Mr. Keeter <br />stated he is a registered engineer and was present to answer questions <br />regarding the safety of their pipelines. Mr. Keeter stated there are two <br />lines that run through San Marcos, a 20" and a 30". All their lines are <br />inspected by air every two weeks or are driven by. The lines undergo <br />monthly testing as well and are regulated by the Texas Railroad <br />Commission. The Railroad Commission audits periodically. Ms. Hughson <br />asked what can they provide to the City stating their lines are safe. Mr. <br />Mihalkanin suggested a procedure should be worked out to share the <br />appropriate information with the City to ensure the safety of their lines. <br />Mr. Keeter stated if there are any problems, they have to notify the Texas <br />Railroad Commission. The Council voted unanimously for adoption of the <br />Ordinance on third and final reading. <br /> <br />Mayor Chiu introduced for consideration adoption of a Resolution, the <br />caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />DESIGNATING CITY COUNCIL MEMBERS AS VOTING DELEGATE AND ALTERNATE <br />VOTING DELEGATE FOR THE CITY AT THE ANNUAL BUSINESS MEETING OF THE <br />NATIONAL LEAGUE OF CITIES TO BE HELD IN DECEMBER, 2001; AUTHORIZING <br />THE MAYOR TO EXECUTE ANY DOCUMENTS INCIDENT TO THE DESIGNATIONS; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Hughson moved for adoption of the Resolution and Mr. Mihalkanin <br />seconded the motion. Ms. Hughson moved to amend the Resolution to <br />designate Jacob Montoya as the Voting Delegate and David Chiu as the <br />Alternate Voting Delegate and Ms. Tatum seconded the motion, which passed <br />unanimously.
