City Council Meeting Minutes June 4, 2019 <br />• City Community Initiatives - Down Payment Assistance - $ 84,000 <br />• City Community Initiatives - Emergency Home Repair - $70,000 <br />• Administration (20%) - $136,200 <br />Mayor Hughson opened the Public Hearing at 7:50 p.m. <br />Those who spoke: <br />Roland Saucedo, 211 Ebony Street, stated that he is really excited to see the <br />funding for Paul Pena Park for the Hills of Hays Neighborhood. He is also <br />excited to see the emergency relief funding being initiated. He stated that he <br />isn't too sure of the demolition of the dilapidated homes, but Southside <br />Community Center is really great at rehabilitating homes. He would have liked <br />to see the extra $52,000 allocated to Southside Community Center's request. <br />Ruben Garza, Southside Community Center Manager, provided that the <br />Southside Community Center has been providing services to the community <br />for over 34 years. He stated that he believes they have become experts in the <br />CDBG program. He stated that the money goes to the people that it is <br />intended to serve. He stated that the reason they asked for more money, but <br />they will be grateful for whatever the Council blesses them with. He reviewed <br />that the compliance and regulations are very strict related to building. He <br />stated that they were recently told that it will take three weeks to get <br />reimbursement paid versus one week like it has in the past. <br />Tricia Schneider, Court Appointed Special Advocate Development Director, <br />spoke on behalf of CASA and their requests. She reviewed their request and <br />explained what those positions would be doing. She reviewed the mission of <br />CASA and what their expectations are in the new program year. Upcoming <br />training will be held every Monday June 17th through July 22nd. She provided <br />information related to upcoming CASA trainings and thanked the Council for <br />their support. <br />Bertie Sampipa, Habitat for Humanity, spoke on behalf of their request to <br />provide Housing Financial Counseling. <br />Asher Gurgan, spoke about properties that are being considered for purchase <br />and these properties are intended for infrastructure projects. It involves <br />purchasing properties from landowners, so please keep the interest of the <br />property owners in mind. He asked that Council consider the history of these <br />properties and stated that at the end of Johnson and Mitchell there are some <br />City of San Marcos Page 9 <br />
