He stated the residents of the area have made it <br />clear to the City they are all against this annexation. (2) Lorraine <br />Cheeseman, 701 Snyder Hill, stated she is not in favor of this annexation. <br />She stated petitions have been signed opposing the annexation, and all <br />will be disappointed if they are annexed. She stated an area should be <br />annexed when a subdivision begins. She stated when new legislation goes <br />into effect, they would have more room for negotiation. She asked the <br />Council to consider the people who are present and vote against this <br />annexation. (3) Bob Bryant, 709 Willow Creek Circle, stated he has lived <br />in his home for 24-1/2 years. He stated he receives Social Security and <br />will have $400.00 less to spend on food, medicines, etc. if he is annexed. <br />He served in the Service and homes are no longer safe. He stated a <br />retired resident told him he could not afford to pay additional taxes and <br />was told to move. He wanted to know if that is what the Council thought, <br />and why was the San Marcos budget the highest. He stated belt tightening <br />is needed by City staff. (4) Don Smith, 2624 Oak Haven, stated there is <br />not much more can be said. Mr. Smith stated there is nothing wrong with <br />opposing this annexation and being in a community outside the City. He <br />stated many residents in Texas function well outside City limits. He <br />stated they support the City in sales tax and voluntary contributions, and <br />why can't the City annex tourists? He pleaded for the City to leave them <br />alone, and they will continue to support San Marcos as they have in the <br />past. (5) Bud Kroschewsky, 2935 Philo, referenced an article by Dianne <br />Wassenich that the sewer systems were polluting the water San Marcos <br />drinks. He stated he has a PhD degree in chemistry genetics, and the <br />pollution situation is not true. He stated the City is not planning to <br />provide them with a sewer system anyway. He stated they support the <br />Library and if they use the Activity Center, they support it at a higher <br />rate than citizens. (6) Peggy Staton, 601 Mountain View, asked the <br />Council if they would put money in something in which they cannot get a <br />return. She stated when she moved here, she chose not to live in the <br />City, and the City is not going to give them what other citizens have. <br />She stated the City has no plans to provide them with sewer. (7) John <br />Clarke, 720 Willow Creek Circle, stated the service plan shows the only <br />portion of the annexed area that will get wastewater is East of Hunter <br />Road, and West of Hunter Road will not. He asked regarding land use and <br />population density, what is the difference between East and West. He <br />asked shouldn't sewers be where houses are. He stated the annexation was <br />presented as a partnership, and they are not getting an equal exchange in <br />values. He stated this is an attack on their freedom and urged the <br />Council to vote against this. (8) David Sugeno, 2903 Philo, stated his <br />quality of life is his biggest concern. He stated it cannot be replaced <br />if it is taken away. He stated he wanted to live in a more rural <br />environment than the City. He stated his neighbors all leave each other <br />alone and respect each other's privacy. He stated he is concerned there <br />will be too much growth in their area if they are annexed. (9) Bob <br />Habingreither, 2706 James, stated he has lived in Laurel Estates for 23 <br />years and moved there because he wanted to live under County law, not City <br />law. He stated the cost benefits perspective reflects it will cost the <br />City more than it will get. He stated it is the will of the people to not <br />
