(10) Robert J. Cheeseman, 701 Snyder Hill, stated he lives in <br />Willow Creek and is retired from the Air Force. He is opposed to this <br />annexation and asked the City not to support it. He stated those on fixed <br />incomes will have to leave their homes because they cannot afford to be <br />annexed. He stated the City does not take care of its citizens with water <br />and traffic issues and wanted to know how the City could provide for them. <br />He asked the Council to please not annex them. (11) Jean Laman, 708 <br />Snyder Hill, has resided there for 15 years. Ms. Laman stated she feels <br />strongly about this matter and has looked at the pros and cons. She <br />believes she is fair minded and agrees with the comments that have been <br />made. She stated increased taxes will be a burden on retired residents. <br />She stated recent terrorist attacks have been highlighted, and she is <br />proud of her freedoms. She stated she does not have a vote in this matter <br />and finds that extremely disturbing, and this annexation is ill timed. <br />(12) James Goldsmith, 305 Suttles, stated he lives in Laurel Estates and <br />was told the City wanted the residents' input and that this matter was not <br />a done deal. He stated the petitions and testimony given have shown how <br />they stand. He stated what is not normal is that they will not be given <br />anything - sewer, lights, etc. He did not understand why the City was <br />annexing to the McCarty area. He stated he does not want a $5.00 return <br />on a payment of $60.00. (13) James Faubian, 2701 Philo, stated he <br />appreciates the opportunity to speak. He has listened to the speakers, <br />and they do not want to be annexed. He believes the City will provide a <br />declining level of public services. (14) Lee Porterfield, 806 Mountain <br />Drive, stated he is concerned for the citizens of San Marcos, and the <br />citizens are overtaxed. He expressed concern for the maintenance on 490 <br />residential homes and wanted to know if the City was pursuing annexation <br />to increase tax base. He stated this area is already developed, and as a <br />future citizen of San Marcos, he sees no urgency to be annexed at this <br />time. He stated the County uses City streets, and with the additional <br />area, there will be more burden on the City to provide City services. He <br />asked the Council to leave this matter on the table and bring it back at a <br />future time and make them a partner. (15) Sherwood Bishop, 124 Elm Hill <br />Court, stated this will be a difficult decision for the Council and is <br />surprised this area has not been annexed before now. He stated many of <br />these residents already use City services that are currently being paid <br />for by the City residents. He stated the City should make sure those <br />using the City's facilities and services are paying for that use. He <br />stated they are presently getting some of those services for free. Mr. <br />Bishop stated the City is growing rapidly, and it is past time to annex <br />these areas. When they are annexed the City can then afford the City <br />Staff. <br /> <br />Mayor Chiu introduced for consideration approval of two appointments to <br />the Youth Commission. No nominations were made and this will be <br />rescheduled. <br />
