He stated their area has the highest percentage <br />of voters in Hays County. He believes the exuberance of the area's <br />residents will benefit the City, and they will be involved in Boards of <br />the City. They plan a neighborhood rally in December. (2) Bob Bryant <br />complained how the residents of the Southwest San Marcos Tract have been <br />treated since the first meeting held. He stated Ms. Hughson and Mr. <br />Montoya were present at the first meeting held to discuss the annexation <br />and they have consistently voted against the Ordinance. He stated the <br />First Baptist Church is building a new church in the annexation area and <br />surmised the City may have some connection with the church. He stated <br />litigation would be filed in connection with the annexation and they would <br />be active voters of San Marcos. (3) Robert Habingreither stated the <br />annexation will cost the City money and believes this annexation will be <br />morally irresponsible. He thanked Mr. Montoya and Ms. Hughson for their <br />votes against the annexation. He will become active if he is a part of <br />the City. He believes the City is annexing the property to make money. <br />He requested Mr. Mayhew and Ms. Tatum vote against the Ordinance. He <br />requested the Council consider the people rather than the system. (4) Don <br />Smith stated he had observed the Council and thought some members had <br />closed minds, and their minds are made up on the annexation issue. He <br />stated the petitions of residents not wanting to be annexed have meant <br />little to the Council, and the City is forcing the area to become <br />constituents against their will. He stated the Council's action will be <br />remembered at election time and urged the Council to vote no on this <br />annexation. (5) Billy McNabb stated the service plan falls short of what <br />is required by State law. He advised the Council legal action would <br />follow the adoption of the annexation Ordinance. The fight by the <br />residents will begin legally when the Ordinance is adopted. He stated the <br />Council is counting on apathy, but the Council is walking into a "Bay of <br />Pigs legally, politically and financially". He stated the statutes will <br />prevail regarding the land use density issue. (6) Leland Wood stated if <br />the tax base is raised, some of their residents on fixed incomes will lose <br />their homes. He stated the Council needs to think with compassion. The <br />Pledge of Allegiance cited earlier in the meeting states, " . and <br />justice for all." He requested the Council rethink their votes on the <br />annexation, and hear the residents - they are saying no. (7) Joe D. <br />Wilson stated he had attended several of the annexation meetings. He <br />stated the government system is to represent people. He stated over 99% <br />of the annexation residents want the Council to vote no. The Council <br />provided opportunity for the residents' voices to be heard to present <br />their views, and all but one were opposed to the annexation. The majority <br />of the residents want the Council to vote no. (8) James Goldsmith stated <br />in the beginning of the process, the residents of the annexation area were <br />advised this was not a "done deal". A question he wants answered is where <br />will the sewage line be and who will it serve. He stated they already <br />have streets, water and sewage. He asked what is it the City will provide <br />these residents and why are some of the Council Members voting for this <br />annexation. (9) Thomas Crigger thanked the Council for the opportunity to <br />speak and for the two Council Members who voted against the annexation. <br />He stated he does not believe the residents will be provided any services <br />
