<br />55. <br />Regular Meeting <br /> <br />January 10, 2000 <br /> <br />Page 4 <br /> <br />Mr. Cox moved for approval of the Ordinance on first reading and Mr. <br />Moseley seconded the motion. Mr. Hernandez stated he had been contacted <br />by the sign industry regarding the off-premise sign billboards renewal fee <br />of $100 as being excessive. Mr. Patterson indicated the fee was proposed <br />for better tracking of the billboards and an increase was recommended by <br />the David Griffith study. John Diaz and Ivar Gunnarson expressed the fee <br />was too high. They noted they have signed contracts, some for as long as <br />three years, and cannot incorporate this fee immediately. Mr. Hernandez <br />moved to delete the $100 off-premise signs/billboards annual renewal fee <br />and Mr. Moseley seconded the motion. On roll call the following vote was <br />recorded: <br /> <br />AYE: <br /> <br />Moseley, Hernandez. <br /> <br />NAY: <br /> <br />Mihalkanin, Hughson, Doiron, Moore, Cox. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />The motion failed. Mr. Doiron then moved to amend to change the $100 off- <br />premise signs/billboards annual renewal fee to be $50 effective FY10-01- <br />2000 and Mr. Cox seconded the motion. On roll call the following vote was <br />recorded: <br /> <br />AYE: <br /> <br />Mihalkanin, Hughson, Doiron, Cox. <br /> <br />NAY: <br /> <br />Moore, Moseley, Hernandez. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />On roll call for approval of the Ordinance on first reading, the following <br />vote was recorded: <br /> <br />AYE: <br /> <br />Mihalkanin, Hughson, Doiron, Moore, Cox. <br /> <br />NAY: <br /> <br />Moseley, Hernandez. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />Mayor Moore introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY BUDGET ORDINANCE FOR THE 1999-2000 FISCAL YEAR TO <br />PROVIDE FUNDING FOR RESTROOM FACILITY RENOVATIONS AT THE GREATER SAN <br />MARCOS AREA SENIORS ASSOCIATION FACILITY AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Ms. Hughson moved for approval of the Ordinance on first reading and Mr. <br />Cox seconded the motion. Ms. Hughson moved to ameqd Sec. 1 to include <br />language, "This funding amount will not apply towards satisfaction of the <br />Greater San Marcos Area Seniors Association's obligations for investment <br />in the renovation of the Greater San Marcos Area Seniors Association's <br />facility under its lease with the City," and Mr. Hernandez seconded the <br />motion, which passed unanimously. Mr. Cox moved to amend the Ordinance in <br />Sec. 1 for the funding to be applied towards ~restroom, kitchen and <br />meeting room facility renovations and code compliance at the Greater San <br />Marcos Area Seniors Association facility," and Mr. Doiron seconded the <br />motion. On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Mihalkanin, Doiron, Moore, Moseley, Cox. <br /> <br />NAY: <br /> <br />Hughson, Hernandez. <br /> <br />ABSTAIN: <br /> <br />None. <br />
