114. <br />Regular Meeting February 14, 2000 Page 3 <br />Mayor Moore introduced for consideration two appointments to the San Marcos Electrical Board. <br />Mayor Moore moved to reappoint Dale Grayson and appoint Russell Grumble, which passed <br />unanimously. <br />Mayor Moore introduced for consideration one appointment to the Convention and Visitors <br />Bureau. Ms. Hughson will have this appointment at the February 28, 2000 City Council <br />Meeting. <br />Mayor Moore introduced for consideration one appointment to the Emergency Medical Services <br />Committee. The City Council will make this appointment at the February 28, 2000 City Council <br />Meeting. <br />Mayor Moore introduced for consideration fifteen appointments to the Youth Commission. Mr. <br />Mihalkanin moved to appoint Eileen Nehme as the Youth Service Bureau representative and <br />Mark Mosqueda as a Youth Action Council-YSB representative. Ms. Hughson moved to appoint <br />Craig Corbin as the Greater Youth Council representative and Vevelyn Yates as SWT <br />representative. Mr. Doiron moved to appoint Steve Angle as the Area Clergy and will have his <br />other appointment at the next regular City Council Meeting. Mayor Moore moved to appoint <br />Karen Bra.cki as the Hays County Health Department representative, Steve Ott as the CTMC <br />representative and Frank Calabrese as the School Resource Officer. Mr. Moseley moved to <br />appoint Gloria Castillo as the youth group representative and will have his other appointment at <br />the next regular City Council Meeting. Mr. Cox moved to appoint Anna Marie Hernandez as the <br />SMCISD representative and Rose Medina as the at-large position. Mr. Hernandez moved to <br />appoint Martha Tatum as the Mitchell Opportunity Center and will have his other appointment at <br />the next regular City Council Meeting. The Council then voted unanimously for approval of <br />these appointments. <br />Mayor Moore introduced for consideration one appointment to the Hays County Infrastructure <br />Committee. Mayor Moore moved to reappoint Jane Hughson. On roll call the following vote <br />was recorded: <br />AYE: Mihalkanin, Doiron, Moore, Moseley, Cox, Hernandez. <br />NAY: None. <br />ABSTAIN: Hughson. <br />Mayor Moore introduced for consideration a public hearing and adoption of a Resolution, the <br />caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE ISSUANCE OF A CERTIFICATE OF PUBLIC <br />CONVENIENCE AND NECESSITY TO JOSE R. GARZA, DB/A JOEY'S CITY CAB, <br />FOR THE PROVISION OF TAXICAB SERVICES IN SAN MARCOS, AND <br />DECLARING AN EFFECTIVE DATE. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. Mr. Garza stated <br />he spoke with Louise Green, owner of Applegreene Taxi, and she agrees that another taxi service <br />needs to be available. No one else wished to speak, so Mayor Moore closed the public hearing. <br />Mr. Moseley moved for adoption of the Resolution and Ms. Hughson seconded the motion, <br />which passed unanimously. <br />Mayor Moore introduced for consideration a public hearing and approval of an Ordinance on first <br />reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE AMOUNTS OF FEES FOR VARIOUS DEVELOPMENT <br />ACTIVITIES; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES.
