116. Regular Meeting February 14, 2000 Page 5 Mr. Moseley moved for adoption of the Ordinance on emergency and Mr. Cox seconded the motion. Mr. Moseley moved to amend the principal amount throughout to $3,935,000.00; Section 3.02 (b), page 5; Section 4.02, page 11; Section 6.02 (a); add new Section 10.07; renumber previous Section 10.07 to Section 10.08 as provided by Mr. Fisher and Ms. Hughson seconded the motion, which passed unanimously. On the main motion, adoption of the Ordinance on emergency passed unanimously. Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CALLING A BOND ELECTION TO BE HELD WITHIN SAID CITY; PROVIDING FOR THE CONDUCT AND THE GIVING NOTICE OF THE ELECTION; ENACTING OTHER PROVISIONS RELATING TO THE SUBJECT; AND DECLARING AN EMERGENCY. Mr. Cox moved for adoption of the Ordinance on emergency and Ms. Hughson seconded the motion. Ms. Hughson moved to amend to delete Proposition #2 the issuance of $1,500,00 General Obligation Bonds for constructing, reconstructing and improving Downtown Streets, including related sidewalks, signage, lighting, and drainage and Mr. Moseley seconded the motion, which passed unanimously. On the main motion for adoption of the Ordinance on emergency the following vote was recorded: AYE: None. NAY: Mihalkanin, Hughson, Doiron, Moore, Moseley, Cox, Hernandez. ABSTAIN: None. The motion failed. Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ORDERING A GENERAL AND SPECIAL ELECTION TO BE HELD ON MAY 6, 2000 FOR THE PURPOSE OF ELECTING A MAYOR, A CITY COUNCIL MEMBER, PLACE 5, AND A CITY COUNCIL MEMBER, PLACE 6; AND TO SUBMIT BALLOT PROPOSITIONS TO THE VOTERS FOR PROPOSED AMENDMENTS TO THE CITY CHARTER AND A NON-BINDING PROPOSITION FOR THE CITY'S ACQUISITION OF THE AQUARENA SPRINGS PROPERTY FROM SOUTHWEST TEXAS STATE UNIVERSITY; ESTABLISHING EARLY VOTING LOCATIONS AND POLLING PLACES FOR THIS ELECTION; MAKING PROVISIONS FOR THE CONDUCT OF THE ELECTION; AND DECLARING AN EMERGENCY. Ms. Hughson moved for adoption of the Ordinance on emergency and Mr. Mihalkanin seconded the motion. Mr. Moseley moved to amend Proposition #15 to read "The non-binding proposal to authorize and recommend that the City Council ...," and Mr. Mihalkanin seconded the motion. On roll call the following vote was recorded: AYE: Moseley, Cox, Mihalkanin, Hughson, Doiron, Moore. NAY: Hernandez. ABSTAIN: None. Ms. Hughson moved to amend Measure 4 to add "deputy mayor pro tempore" and Measure 14 to include language "and enhance public understanding", " and make non-substantive corrections
