116. <br />Regular Meeting February 14, 2000 Page 5 <br />Mr. Moseley moved for adoption of the Ordinance on emergency and Mr. Cox seconded the <br />motion. Mr. Moseley moved to amend the principal amount throughout to $3,935,000.00; <br />Section 3.02 (b), page 5; Section 4.02, page 11; Section 6.02 (a); add new Section 10.07; <br />renumber previous Section 10.07 to Section 10.08 as provided by Mr. Fisher and Ms. Hughson <br />seconded the motion, which passed unanimously. On the main motion, adoption of the <br />Ordinance on emergency passed unanimously. <br />Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, CALLING A BOND ELECTION TO BE HELD WITHIN SAID CITY; <br />PROVIDING FOR THE CONDUCT AND THE GIVING NOTICE OF THE <br />ELECTION; ENACTING OTHER PROVISIONS RELATING TO THE SUBJECT; <br />AND DECLARING AN EMERGENCY. <br />Mr. Cox moved for adoption of the Ordinance on emergency and Ms. Hughson seconded the <br />motion. Ms. Hughson moved to amend to delete Proposition #2 the issuance of $1,500,00 <br />General Obligation Bonds for constructing, reconstructing and improving Downtown Streets, <br />including related sidewalks, signage, lighting, and drainage and Mr. Moseley seconded the <br />motion, which passed unanimously. On the main motion for adoption of the Ordinance on <br />emergency the following vote was recorded: <br />AYE: None. <br />NAY: Mihalkanin, Hughson, Doiron, Moore, Moseley, Cox, Hernandez. <br />ABSTAIN: None. <br />The motion failed. <br />Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ORDERING A GENERAL AND SPECIAL ELECTION TO BE HELD ON <br />MAY 6, 2000 FOR THE PURPOSE OF ELECTING A MAYOR, A CITY COUNCIL <br />MEMBER, PLACE 5, AND A CITY COUNCIL MEMBER, PLACE 6; AND TO <br />SUBMIT BALLOT PROPOSITIONS TO THE VOTERS FOR PROPOSED <br />AMENDMENTS TO THE CITY CHARTER AND A NON-BINDING PROPOSITION <br />FOR THE CITY'S ACQUISITION OF THE AQUARENA SPRINGS PROPERTY <br />FROM SOUTHWEST TEXAS STATE UNIVERSITY; ESTABLISHING EARLY <br />VOTING LOCATIONS AND POLLING PLACES FOR THIS ELECTION; MAKING <br />PROVISIONS FOR THE CONDUCT OF THE ELECTION; AND DECLARING AN <br />EMERGENCY. <br />Ms. Hughson moved for adoption of the Ordinance on emergency and Mr. Mihalkanin seconded <br />the motion. Mr. Moseley moved to amend Proposition #15 to read "The non-binding proposal to <br />authorize and recommend that the City Council ...," and Mr. Mihalkanin seconded the motion. <br />On roll call the following vote was recorded: <br />AYE: Moseley, Cox, Mihalkanin, Hughson, Doiron, Moore. <br />NAY: Hernandez. <br />ABSTAIN: None. <br />Ms. Hughson moved to amend Measure 4 to add "deputy mayor pro tempore" and Measure 14 to <br />include language "and enhance public understanding", " and make non-substantive corrections
