Shaune Maycock stated the property value of <br />these homes would be impacted once this apartment complex is developed, He would like to see <br />the neighborhood integrity stay intact. David Childress stated if the apartment complex was built <br />on farmland the traffic would still have to come into San Marcos. There was no opposition for <br />the apartment complex on Post Road, so he does not understand why so many people are <br />opposing this project. Howard Lyon stated he is in favor of this project and feels that the <br />developer has worked reasonably with the neighborhood to accommodate all parties involved. <br />Adam Gunther stated many of the individuals here tonight were not present during the meeting <br />process with the neighborhood. The apartment complex would only have access onto Aquarena <br />Springs and not the neighborhoods. Isabel Garcia stated a lot of the individuals in the <br />neighborhood are elderly and cannot drive or do not drive in the evening. Guadalupe Hurtado <br />stated she is against this project and Mr. Gunther did not visit her home regarding this <br />development. There were no other speakers, so Mayor Pro-Tern Mihalkanin closed the public <br />hearing. Discussion ensued. Mr. Hernandez moved to deny adoption of this Zoning Ordinance <br />and Mr. Moseley seconded the motion. On roll call the following vote was recorded: <br /> <br />AYE: Mihalkanin, Hughson, Moseley, Cox, Hernandez. <br /> <br />NA Y: Doiron. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Pro-Tern Mihalkanin introduced for consideration a pub1ic hearing and adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 78.051 AND ADDING A NEW SECTION 78.052 OF <br />THE CITY CODE TO REPEAL THE SALES TAX HOLIDAY FOR CLOTHING <br />PURCHASES; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN <br />EMERGENCY. <br /> <br />Mayor Pro-Tern Mihalkanin opened the public hearing and asked if anyone wished to speak. <br />There were no speakers, so Mayor Pro-Tern Mihalkanin closed the public hearing. Ms. Hughson <br />moved to deny the adoption of the Ordinance on emergency and Mr. Moseley seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Pro-Tern Mihalkanin introduced for consideration a public hearing and adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AUTHORIZING THE ISSUANCE AND SALE OF CITY OF SAN MARCOS, <br />TEXAS, COMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION, <br />SERIES 2000A; PROVIDING FOR THE SECURITY FOR AND PAYMENT OF SAID <br />CERTIFICATES; PRESCRIBING THE FORM OF SAID CERTIFICATES' <br />, <br />AWARDING THE SALE THEREOF; APPROVING THE OFFICIAL STATEMENT; <br />ENACTING OTHER PROVISIONS RELATING TO THE SUBJECT; AND <br />DECLARING AN EMERGENCY. <br /> <br />Mayor Pro- Tem Mihalkanin opened the public hearing and asked if anyone wished to speak. <br />Dan Wegmiller, Bond Consultant with First Southwest Company, stated the bids were accepted <br />today and there were a total of three bids submitted. There were no other speakers, so Mayor <br />Pro-Tern Mihalkanin closed the public hearing. Mr. Doiron moved for adoption of the <br />Ordinance on emergency and to include the amendments provided to the Council and public <br />from Bond Counsel Rick Fisher and Mr. Moseley seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Pro-Tern Mihalkanin introduced for consideration a public hearing and approval of an <br />Ordinance on first reading, the caption which was read as follows: <br />
