<br />63. <br /> <br />Regular Meeting <br /> <br />March 27, 2000 <br /> <br />Page 4 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 114.487 OF THE CITY CODE TO ADD "CAR <br />W ASH FACILITIES" AS SPECIFIC USES IN "C" COMMERCIAL DISTRICTS; <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mayor Pro-Tern Mihalkanin opened the public hearing and asked if anyone wished to speak. <br />There were no speakers, so Mayor Pro- Tem Mihalkanin closed the public hearing. Ms. Hughson <br />moved for approval of the Ordinance on first reading and Mr. Doiron seconded the motion, <br />which passed unanimously. <br /> <br />Mayor Pro-Tern Mihalkanin introduced for consideration a public hearing and adoption of a <br />Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE ISSUANCE OF A LIMOUSINE SERVICE CERTIFICATE <br />TO GRACE L. DAVIS, DfB/N JOURNEYS, FOR THE PROVISION OF LUXURY <br />LIMOUSINE SERVICES IN SAN MARCOS, AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mayor Pro-Tern Mihalkanin opened the public hearing and asked if anyone wished to speak. <br />Grace Davis stated she wanted Council to approve the permit so that this service can be provided <br />to the public. There were no other speakers, so Mayor Pro-Tern Mihalkanin closed the public <br />hearing. Mr. Doiron moved for adoption of the Resolution and Mr. Cox seconded the motion, <br />which passed unanimously. <br /> <br />Mayor Pro-Tern Mihalkanin introduced for consideration a public hearing and adoption of a <br />Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE REALLOCATION OF COMMUNITY DEVELOPMENT <br />BLOCK GRANT (CDBG) FUNDING FROM THE DOWNTOWN SIDEW ALK <br />IMPROVEMENT PROJECT TO VARIOUS OTHER PROJECTS; AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mayor Pro-Tern Mihalkanin opened the public hearing and asked if anyone wished to speak. 1. <br />Mike Mercado, Sunset Acres resident, stated there is no place for the homeless to go and would <br />like the housing rehabilitation monies to be doubled. 2. Melanie Johnson, Central Texas <br />Medical Center, stated the hospital would like $21, 941 to purchase a colposcope for the <br />emergency room department, which would assist in the collection of evidence for sexual assault <br />or sexual abuse used to examine children. Currently the children are being sent to Austin <br />because the equipment is not available in San Marcos. 3. Julie Veidt stated she hopes the City <br />will allocate funds towards the use of advancement of sexual assault and sexual abuse forensic <br />examinations and is here to answer any questions the Council may have. 4. Nancy Easley, <br />registered nurse in the emergency room and a sexual assault nurse examiner at CTMC, stated she <br />has collected evidence for sexual assault victims for the last five years in this area. The children <br />of this community have not been able to be examined because of the lack of equipment. It is <br />necessary to be able to see small pieces of evidence that cannot be seen with the naked eye and <br />that can be the difference between a case being made of sexual abuse or a case not being <br />substantiated. 5. Marla Johnson, Executive Director of the Hays-Caldwell Womens Center, <br />stated they submitted two requests for funding. They request $12,683 for the Parenting Program <br />Facilitator and $24,500 to purchase a van for transporting. 6. Gene Martin, San Marcos Housing <br />Authority, stated funding is needed in the amount of $24,696 for expanding the current elderly <br />service program. 7. Kyev Tatum, Director of the Mitchell Center, stated the remaining CDBG <br />funds should be given back to the Human Services Advisory Board so the board can evaluate <br />how the funds should be distributed. 8. Dianne Wassenich stated the deep trench near the <br />University at North LBJ that the students are currently walking on is too dangerous and <br />something needs to be done for safety reasons. 9. Teresa Santerre Hobby stated she spoke <br />earlier regarding the hike and bike trail and would like to see funds allocated for that project. <br />Grace Davis stated she is a fifteen year volunteer at the Hays-Caldwell Womens Center and the <br />
