<br />68. <br /> <br />Regular Meeting <br /> <br />March 27,2000 <br /> <br />Page 9 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE PURCHASE OF WORKSTATIONS AND LAPTOP <br />COMPUTERS FROM DELL COMPUTER CORPORATION THROUGH THE ST ATE <br />GENERAL SERVICES COMMISSION'S CATALOGUE PURCHASING <br />PROCEDURE; AUTHORIZING THE PURCHASING MANAGER TO EXECUTE <br />PURCHASING DOCUMENTS ON BEHALF OF THE CITY AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mayor Pro-Tern Mihalkanin introduced for consideration, Item 12.D.(10), adoption of a <br />Resolution, removed from the consent agenda, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AWARDING A CONTRACT TO PROTECTIVE PRODUCTS <br />INTERNATIONAL FOR THE PURCHASE OF SOFT BODY ARMOR FOR THE <br />POLICE DEPARTMENT; AUTHORIZING THE PURCHASING MANAGER TO <br />EXECUTE CONTRACT DOCUMENTS ON BEHALF OF THE CITY; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Moseley moved for adoption of the Resolution and Ms. Hughson seconded the motion. Ms. <br />Hughson asked if all vendors where aware that they could include trade-ins on their bid. Cheryl <br />Pantermuehl stated the bid did not specify this criteria but there were no protests from the <br />vendors. The Council then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Pro-Tern Mihalkanin introduced for consideration, Item 12.D.(11), adoption of a <br />Resolution, removed from the consent agenda, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF AL~ INTERLOCAL <br />AGREEMENT BETWEEN THE CITY AND THE CAPITAL AREA METROPOLITAN <br />PLANNING ORGANIZATION FOR A PEER REVIEW STUDY OF <br />TRANSPORTATION PLANNING IN THE AUSTIN METROPOLITAN AREA; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT ON <br />BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Cox moved for adoption of the Resolution and Mr. Moseley seconded the motion. Mr. <br />Hughson questioned why this was returned to an agenda when it failed at the previous meeting. <br />Mr. Cox stated he asked this item to be placed back on the agenda because there was no <br />discussion regarding this item at the last City Council Meeting and it is difficult to ask Congress <br />for funding of transportation issues. Mr. Cox thinks this study is important to San Marcos and <br />for the region. He feels this will happen whether San Marcos decides to participate or not and <br />would be beneficial to our community to participate. Mayor Pro- Tem Mihalkanin stated he <br />needs more information that has not yet come to him and would like to table this item until the <br />next Regular City Council Meeting on April 10, 2000. Mr. Hernandez moved to table until April <br />10, 2000 and Mr. Moseley seconded the motion. On roll call the following vote was recorded: <br /> <br />AYE: Mihalkanin, Moseley, Cox, Hernandez. <br /> <br />NAY: Hughson, Doiron. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Pro-Tern Mihalkanin introduced a discussion item regarding Policies on Alley Use. Mr. <br />Gilley stated Mr. Taylor has been working with Mr. Swart on this matter. Mr. Taylor stated the <br />issue before the Council is the City's maintenance or the City's allowed use by private parties of <br />unopened alleys of the City. Mr. Taylor stated should the City require alleys that are unopened to <br />remain open and free of obstructions, such as fencing, or to permit unopened alleys to be fenced, <br />used and maintained until they are formally opened. The second issue is whether to formalize a <br />process for the opening of unopened alleys. Mr. Cox asked regarding Mr. Swart's case is the <br />alley unopened, and Mr. Taylor replied it is an unopened alley. Mr. Taylor stated to open an <br />
