<br />46. <br />Regular Meeting May 22, 2000 Page 3 <br />AN ORDINANCE OF THE CITY COUNCil., OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE <br />CITY BY REZONING A 37.2 ACRE TRACT OF PROPERTY LOCATED IN <br />THE 1900 BLOCK OF CORPORATE DRIVE FROM "u" LIGHT <br />INDUSTRIAL DISTRICT, TO "c" COMMERCIAL DISTRICT AND BY <br />REZONING A 35.69 ACRE TRACT OF PROPERTY LOCATED OFF THE <br />1900 BLOCK OF DUTTON DRNE FROM "LI" LIGHT INDUSTRIAL <br />DISTRICT TO "MF-2" MULTI-FAMil., Y DISTRICT (MEDIUM DENSITY). <br />Mayor Chiu opened the public hearing and asked if anyone wished to speak. 1. Chris <br />Carson stated using the land as it is presently zoned (LI) would allow for more <br />impervious cover. The apartments would be affordable housing, which is needed by the <br />community. 2. Ol1ie Giles stated she supports the project and the citizens in San Marcos <br />cannot stop growth here. 3. Kristen Packard stated San Marcos is in need of affordable <br />housing and this project would also create new jobs. 4. John Thomaides, President of <br />the Heritage Neighborhood Association, stated there are a lot of people who are opposed <br />to this request to build affordable housing apartments. 5. Ken Moss stated a <br />thoroughfare is needed at Cedar Lane and Hopkins Street. He attended the Sector Plan <br />meetings and there was no mention of a zoning change until a few weeks ago. He urges <br />the Council to not table this item. 6, Wes Austin, resides at 1222 Belvin, urged the <br />Council to vote no on this item. 7. Doris Colgin stated there has been too many <br />collisions on Hopkins Street and the problem needs to be addressed. 8. Shirley Arledge, <br />resides at 220 N. Johnson, stated this complex will cause more traffic and pollution. The <br />neighborhoods need to be preserved for future generations. 9. Patrick Kirwin stated his <br />concern of the apartment complex requested is this will cause runoff into Purgatory <br />Creek and will pollute the San Marcos River. 10. David Barwell stated the Master Plan <br />is to foster high quality of life and this zoning is not in compliance with the Master Plan. <br />11. John Rood stated the traffic study level of service is not going to be changed and he <br />can work with the City on this issue. 12. Amy Kirwin stated she submitted a petition to <br />the Council that she had circulated to the Dunbar Neighborhood who opposed this zoning <br />change. 13. Scott Walker stated the Carson's request will not benefit the community of <br />San Marcos. There were no other speakers, so Mayor Chiu closed the public hearing. <br />Mr. Doiron moved for adoption of the Zoning Ordinance and Mr. Moseley seconded the <br />motion. Ms. Hughson moved to delete Section 1 and Mr. Cox seconded the motion. <br />After discussion, Ms. Hughson and Mr. Cox withdrew their motion to amend, Ms. <br />Hughson moved to amend to delete Section 2 and Mr. Cox seconded the motion. On roll <br />call the following vote was recorded: <br />AYE: Hughson, Cox, Mayhew, Hernandez. <br />NAY: Chiu, Doiron, Moseley. <br />ABSTAIN: None. <br />The amendment passed. Discussion ensued. Mr. Patterson stated there is no easy <br />solution to this matter. He stated there were three options the Council could consider: to <br />do nothing and the City will continue to grow, to consider the Bond Committee's <br />recommendation to have a cross town artery connect to Martin Luther King Drive, which <br />the citizens did not want, or to look into Gravel Street, which the citizens did not want. <br />The last option is to connect a roadway across Carson's property, across Purgatory Creek <br />and then connect onto Bishop Street. On the main motion the following vote was <br />recorded: <br />AYE: Chiu, Cox, Mayhew, Doiron, Moseley, Hughson. <br />NAY: Hernandez. <br />ABSTAIN: None. <br />Mayor Chiu introduced for consideration a public hearing and adoption of a Zoning <br />Ordinance, the caption which was read as follows: <br />
