<br />47. <br />Regular Meeting May 22, 2000 Page 4 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE <br />CITY BY REZONING LOT 34, MILL VIEW ADDITION LOCATED AT 413 <br />EASTWOOD STREET FROM "M" SINGLE-FAMil.,Y, DUPLEX AND <br />NEIGHBORHOOD BUSINESS DISTRICT TO "DP-2" TWO-FAMil., Y <br />DWELLING DISTRICT (MEDIUM DENSITY); INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mayor Chiu opened the public hearing and asked if anyone wished to speak. David <br />Childress stated he owns the 10t and there are different zonings surrounding this property. <br />He would like to put a duplex on this property. There were no other speakers, so Mayor <br />Chiu closed the public hearing. Mr. Doiron moved for adoption of the Zoning Ordinance <br />and Mr. Hernandez seconded the motion, which passed unanimously. <br />Mayor Chiu introduced for consideration a public hearing and adoption of a Zoning <br />Ordinance, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE <br />CITY BY REZONING A 22.8 ACRE TRACT OF PROPERTY LOCATED IN <br />THE 1500 BLOCK OF IH-35 SOUTH FROM "I" INDUSTRIAL DISTRICT TO <br />"MF-2" MULTI-FAMil., Y DISTRICT (MEDIUM DENSITY) AND BY <br />REZONING 4.340 AND 2.847 ACRE TRACTS OF PROPERTY LOCATED IN <br />THE 1500 BLOCK OF IH-35 SOUTH FROM "f' INDUSTRIAL DISTRICT TO <br />"c" COMMERCIAL DISTRICT. <br />Mayor Chiu opened the public hearing an asked if anyone wished to speak. 1. Chris <br />Richardson stated this zoning would be to house 220 multi-family fourplexes. He has <br />looked into the traffic situation, but San Marcos is in need of affordable housing. He <br />stated Byrn and Associates met with the neighbors to accommodate their needs. 2. <br />Carlos Tijerina stated the neighborhood is concerned with Industrial development in their <br />neighborhood but he represents the owners of four lots, which are adjacent to this tract <br />and they are in favor of the rezoning. 3. Jim Bym stated the drainage, utilities, and <br />traffic problems could all be taken care of and he does not feel these issues should be a <br />problem for this community. 4. Virginia Compeon stated she inherited her mother's <br />home, which is located in the floodplain, and she feels these fourplexes will increase <br />flooding and crime in this area. 5. Ramona Rodriguez stated she has been a resident of <br />San Marcos for 65 years and she would like the Council to consider all the elderly people <br />who reside in this neighborhood. 6. Mike Mercado stated his grandmother used to reside <br />in this neighborhood and there has always been drainage problems. This project would <br />increase the traffic and drainage problems in this area. 7. Rene Compeon stated this <br />neighborhood does not want this development to take place, There were no other <br />speakers, so Mayor Chiu closed the public hearing. Mr. Doiron moved to deny this <br />Zoning Ordinance and Mr. Hernandez seconded the motion. Ms. Hughson feels that the <br />developer is willing to work with the neighborhood and resolve some of these issues. <br />Mr. Doiron and Mr. Hernandez withdrew their motion. Ms. Hughson moved to table this <br />item until June 12,2000 and Mr. Cox seconded the motion.
