<br /> 75. <br /> Regular Meeting June 12, 2000 Page 2 <br /> located in the c.D. Wallace Addition. Mr. Montoya stated he was there to speak on behalf of his <br /> church members who reside in Victory Gardens against the proposed traffic entrance onto Ellis <br /> Street from the apartments which are going to be built there. Mr. Montoya stated the traffic <br /> would be diverted into Victory Gardens and stated his church members are asking for the <br /> Council to reconsider this zoning change. (4) MI. Bill Aragon resides at 920 Owl Hollow Drive <br /> and has been asked by the Victory Gardens Neighborhood Association to speak on their behalf <br /> on Item 6 on the Agenda. MI. Aragon stated the building of apartments and single-family houses <br /> in this area will affect the people in the Victory Gardens area and they are not in agreement to <br /> this and are opposed to any building which will take place. Mr. Aragon stated the elderly are <br /> concerned about Patton Street being used as a major thoroughfare for taking shortcuts through <br /> town. Mr. Aragon stated the construction would affect this area and possible flooding would <br /> occur if construction is allowed. Mr. Aragon requested the Council vote against this zoning <br /> change. (5) Mr. Rene Compean who resides at 217 Ellis Street stated he is a representative for <br /> Victory Gardens. Mr. Compean stated he is concerned about this zoning change because of the <br /> existing drainage problems. Mr. Compean stated the Victory Gardens neighborhood is opposed <br /> to this and wants the Council to know it is not acceptable and hopes the Council meets the needs <br /> of these citizens. (6) MI. Roland Hesalroad stated he is a representative of the Castle Forest <br /> Neighborhood and wished to speak against truck traffic on Bishop Street. Mr. Hesalroad stated <br /> that they held a meeting with various other neighborhood associations and voted unanimously to <br /> notify the Council to not vote in favor of this item. MI. Hesalroad stated Hopkins Street and <br /> Ranch Road 12 are state roads and Bishop is not. Mr. Hesalroad suggested TXDOT get involved <br /> in this and maybe they can come up with a solution and also suggested having a designated truck <br /> route. (7) Mr. Terry Allen resides on McCarty Lane and stated he would defer his time until the <br /> discussion later in the meeting. (8) Ms. Lidia Agraz stated she represents Time Warner Cable. <br /> Ms. Agraz stated Time Warner Cable purchased the cable system in San Marcos last June and at <br /> the time had tried to make a change to fiberoptic cable. Ms. Agraz stated she wanted to inform <br /> the Council the system had been upgraded and starting July lih they would be activating a <br /> fiberoptic system in San Marcos. Ms. Agraz presented a video which explained the various other <br /> services Time Warner would be offering. Ms. Agraz introduced Mr. Brian Benschoter, general <br /> manager for Newscast/Austin. Mr. Benschoter stated Newscast would be carried on the updated <br /> Channel 15 and presented a brief outlook of this new program. Mr. Benschoter stated it is a <br /> significant community resource regarding weather and news. (9) Ms. Dana Coble resides at <br /> 1407 Earle Street and she addressed the matter regarding Bishop Street. Ms. Coble stated she <br /> watches cars speeding both ways on Bishop. Ms. Coble stated if trucks are allowed, there will be <br /> no way for people to walk safely on that street. (10) Ms. Rosemary Davis stated she would <br /> defer her time on Item 10 for discussion. (11) Diane Wassenich stated she was addressing Item <br /> 10 which had to do with Bishop's Crossing. Ms. Wassenich stated she understood City staff <br /> directed the developers to this piece of property because they understood it was going to be low <br /> incüme housing. Ms. Wassenich stated this property is on the Recharge Zone and is the worst <br /> possible place for a large and impervious covered subdivision. Ms. Wassenich stated this <br /> subdivision is estimated to being at 53% impervious cover which is very high even though there <br /> are many things which can be done to reduce this impervious cover to save the developers <br /> money. Ms. Wassenich stated this could possibly not be considered infill because it is on the <br /> edge of town. Ms. Wassenich stated she wanted to notify the City the newspaper had stated the <br /> developer would ban pesticides in the subdivision and that information was not correct. They <br /> would be allowing persons to use pesticides as long as they followed the directions. Ms. <br /> Wassenich stated there are several recharge features which will be filled such as the cave. Ms. <br /> Wassenich stated the developers have done site cleaning without a City sight development <br /> permit and are clearing the area without permits. (12) Ms. Jane Jackson who resides at 1307 <br /> Brown Street which is at the top of the hill on Bishop going towards Hopkins. Ms. Jackson <br /> stated her neighbors and she are very concerned about noise and safety. Ms. Jackson stated she <br /> and her neighbors are opposed to allowing trucks on this street and that sidewalks should also be <br /> considered. (13) Mr. Michael Mercado who lives at 410 Patricia stated he is opposed to the <br /> zoning change in Victory Gardens. Mr. Mercado stated drainage is his biggest issue and the <br /> safety of the citizens and the apartment dwellers. Mr. Mercado stated the Council should take <br /> this into consideration and also informed the Council the bridge going to Alabama Street was <br /> closed because of the recent rains. (14) Ms. Doris Childress resides at 106 Broom Hollow Cove <br /> in the Sendera Addition and stated she was very much in opposition to allowing trucks on Bishop <br /> Street. Ms. Childress stated when the road is rebuilt with the Capital Improvement Bond monies, <br />
