<br /> 82. <br /> Regular Meeting June 12, 2000 Page 9 <br /> Mayor Chiu introduced for consideration Item 1O.C (10), adoption of a Resolution, removed <br /> from the consent agenda, the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCil., OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING THE TERMS AND CONDITIONS OF A PROPERTY <br /> EXCHANGE AGREEMENT BETWEEN THE CITY, LEGEND COMMUNITIES, <br /> INc., AND THE Mil.,TON DANIEL BUIE PROPERTIES PARTNERSHIP RELATED <br /> TO THE REALIGNMENT OF A PORTION OF BISHOP STREET; AUTHORIZING <br /> THE CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE <br /> CITY AND DECLARING AN EFFECTNE DATE. <br /> Mr. Moseley moved for approval of the Resolution and Ms. Hughson seconded the motion. Ms. <br /> Hughson suggested discussion on this matter be tabled until the Planning and Zoning <br /> Commission approved the final plat. Ms. Hughson asked if $350,000 for the alignment of the <br /> street would impact this property exchange. Mr. Taylor stated it would not because it was a <br /> separate agreement which already exists between the City and Legend Communities. Ms. <br /> Hughson moved to table this item and Mr. Mayhew seconded the motion which passed <br /> unanimously. <br /> Mayor Chiu introduced for consideration Item 1O.C (12), adoption of a Resolution, removed <br /> from the consent agenda, the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCil., OF THE CITY OF SAN MARCOS, <br /> TEXAS, SUPPORTING THE CREATION OF THE HAYS COUNTY WATER AND <br /> SEWER AUTHORITY; AND DECLARING AN EFFECTIVE DATE. <br /> Mr. Mayhew moved for approval and Ms. Tatum seconded the motion. Ms. Hughson stated <br /> there is not enough information and the Council agreed. Ms. Hughson moved to table this item, <br /> and Mr. Cox seconded the motion which passed unanimously. <br /> Mayor Chiu introduced for consideration approval of appointment to the Development <br /> Ordinance Review Task Force. Ms. Hughson suggested Mr. Mihalkanin be allowed to serve as a <br /> citizen at-large or let it remain a vacancy since they are close to being done. Mr. Mayhew <br /> moved to continue Mr. Mihalkanin's appointment in a citizen at large position, and Mr. Cox <br /> seconded the motion. Mr. Taylor stated the Resolution needed to be revised to change the <br /> composition of the task force to one council member instead of two and eight members at large. <br /> Mr. Taylor suggested reconsidering 1O.C(l). Mr. Mayhew moved to amend the number of at <br /> large positions to increase by one and Ms. Hughson seconded the motion which passed <br /> unanimousl y. Ms. Hughson moved to appoint Ed Mihalkanin as member at-large and Mr. <br /> Mayhew seconded the motion which passed unanimously. <br /> Mayor Chiu introduced a discussion item regarding the Capital Improvements Program for <br /> FY2000-2001 to FY2004-2005. Mr. Patterson presented the CIP report which the City staff and <br /> the Planning and Zoning Commission had been working on for the past four months. The CIP <br /> Program wilJ be discussed further during the Budget process. <br /> Mayor Chiu introduced the City Manager's Report. Mr. Gilley had no report at this meeting. <br /> Mayor Chiu introduced the City Attorney's Report. Mr. Taylor had no report at this meeting. <br /> Mayor Chiu introduced the City Council's Report. (1) Mr. Doiron stated he was asking for the <br /> Council's approval to solicit money for a social service agency who lost a lot of funding due to <br /> the change of their executive directorship. Mr. Doiron stated he had spoken to Mr. Cox <br /> regarding this and would like to work with the new director in drawing up a letter in hopes of <br /> making up this shortfall. (2) Ms. Hughson asked for clarification on Sunset Acres flooding. Mr. <br /> Gilley stated he wilJ have the Engineering staff look into it and see what is happening. (3) <br /> Mayor Chiu sated he had discussed with Superintendent Montenegro and SWT the possibility of <br /> obtaining Lamar School as a home for the Boys & Girls Club, Workforce Development, <br />
