Ms. <br />Hughson moved to appoint Joy Schlichting for the SMCISD position, which passed <br />unanimously. The three remaining appointments will be rescheduled for September 11, 2000. <br />Mayor Chiu introduced for consideration one appointment to the Human Development <br />Commission. There were no nominations and this will be rescheduled for September 11, 2000. <br />Mayor Chiu introduced for consideration one appointment to the Airport Commission. Mr. <br />Moseley moved to appoint Charles Nash and Ms. Hughson moved to appoint Curtis Briggs to fill <br />a vacancy. On roll call the following vote was recorded: <br />Charles Nash: Chiu, Cox, Mayhew, Tatum, Doiron, Moseley. <br />Curtis Briggs: Hughson. <br />Charles Nash was appointed to fill a vacancy to this commission. <br />Mayor Chiu introduced for consideration two appointments to the San Marcos Sesquicentennial <br />Committee. Mr. Moseley moved to appoint Harvey Miller to fill a vacancy and Ms. Hughson <br />moved to appoint Ronda Reagan to fill a vacancy, which passed unanimously. <br />Mayor Chiu introduced for consideration one appointment to the Parks and Recreation Advisory <br />Board. Ms. Hughson moved to appoint Sherwood Bishop and Mr. Cox moved to appoint Pete <br />Owen to fill a vacancy. On roll call the following vote was recorded: <br />Sherwood Bishop: Mayhew, Tatum, Doiron, Hughson. <br />Pete Owen: Cox, Moseley, Chiu. <br />Sherwood Bishop was appointed to fill a vacancy to this board. <br />Mayor Chiu introduced for consideration a formal public hearing regarding proposed FY2000- <br />200 I Budget. Mayor Chiu opened the public hearing and asked if anyone wished to speak. <br />Adria Tabor, Chair of the San Marcos Hispanic Chamber of Commerce Board, stated the board <br />submitted their budget along with explanations to why they are asking for increased funding and <br />expressed hope the Council would consider funding the increase. There were no other speakers, <br />so Mayor Chiu closed the public hearing. Ms. Hughson asked why there was no funding for the <br />animal shelter for food. Mr. Gilley stated adequate donations are given to the animal shelter <br />quite frequently and he did not see a need to add funding for food to the budget. Ms. Hughson <br />asked why the Council's funds have not been separated to have a line item for cellular phones, <br />expenditures, etc.. Mr. Gilley stated he met with the City Attorney and the City Clerk regarding <br />this change, but the language in the new item in the Charter is not clear and it will to be <br />researched further. <br />Mayor Chiu introduced for consideration a public hearing and adoption of a Zoning Ordinance, <br />the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />LOT 2, BLOCK Q OF HUGHSON HEIGHTS, SECTION #3 LOCATED AT 2901 <br />NORTH BISHOP STREET FROM "C" COMMERCIAL DISTRICT TO "MF-2" <br />MULTI-FAMil.,Y DISTRICT (MEDIUM DENSITY); INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Ms. Hughson stated she will be abstaining from this item because she owns property across the <br />street and filed an affidavit with the City Clerk's Office (Ms. Hughson left the Council <br />Chambers). Mayor Chiu opened the public hearing and asked if anyone wished to speak. Steve <br />Ramsey, Engineer for Baker-Aicklen, stated that the Planning and Zoning Commission voted 7 <br />to 0 in favor of this zoning case and the commission felt there would be less traffic with this <br />
