Mr. Cox asked how the City can assure <br /> how the buffer will be done. Mr. Patterson responded during the platting <br /> process, the City can require setbacks and can describe what must be <br /> there, such as natural vegetation. The City is limited regarding curb <br /> cuts to 35 feet between cuts. The State's requirements on Ranch Road 12 <br /> will be different from ours. Mr. Mayhew asked Dr. Weatherford what he <br /> thinks of Option 8, and Dr. Weatherford stated there are some things he is <br /> not comfortable with, and this is only 18 acres of the 54 acre-tract. <br /> Mayor Chiu asked Dr. Weatherford how wide is the buffer, and Dr. <br /> Weatherford stated in Option B it is 100 feet wide, about 2 to 3 acres. <br /> Dr. Weatherford thinks this is improper and said so before the Planning <br /> and Zoning Commission. Ms. Hughson moved to table this Resolution for two <br /> weeks to work out the buffer issue and Mr. Cox seconded the motion. On <br /> roll call the following vote was recorded: <br /> AYE: Hughson, Cox, Mayhew, Tatum. <br /> NAY: Doiron, Moseley, Chiu. <br /> ABSTAIN: None. <br /> Mr. Cox stated he would prefer limited business instead of commercial and <br /> for the buffer to be worked out. Mr. Cox stated he thinks the City needs <br /> more than a 30 foot buffer but may not need as much as 100 feet. <br /> Mayor Chiu introduced for consideration approval of an Ordinance on first <br /> reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br /> AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE <br /> SAN MARCOS CITY CODE BY THE ADDITION OF PARKING LIMITATIONS IN THE <br /> PARKING LOTS OF THE FISH HATCHERY, VERAMENDI PLAZA, PARKS AND <br /> RECREATION DEPARTMENT AND CITY PARK; INCLUDING PROCEDURAL PROVISIONS; <br /> PROVIDING FOR PENALTIES; AND PROVIDING AN EFFECTIVE DATE. <br /> Mr. Moseley moved for approval of the Ordinance on first reading and Mr. <br /> Cox seconded the motion (Mr. Doiron left the meeting at 8:45 p.m.). Mr. <br /> Cox asked if SWT had been advised of this Ordinance, and William Ford <br /> indicated they had not. Mr. Cox requested SWT be made aware of this <br /> Ordinance before its adoption and asked if there were other areas students <br /> park in where enforcement would be increased. Mr. Gilley stated the City <br /> has two parking technicians that are on leave, and that the City will be <br /> more aggressive with enforcement once they return. He stated Park Rangers <br /> also will be enforcing the Ordinance. Mr. Gilley stated staff is looking <br /> at privatizing parking downtown and we currently have temporaries working <br /> downtown. <br />
