Mayor Chiu introduced for consideration approval of one appointment to the Main Street Advisory Board. Mr. Cox stated the Board would like the Council to delay this appointment until the December 11 meeting because they are busy with the Sights and Sounds event. Mayor Chiu introduced for consideration approval of one appointment to the Youth Commission. No nominations were made, and this appointment will be rescheduled. Mayor Chiu introduced for consideration two appointments to the Parks and Recreation Advisory Board to complete vacancies. Mr. Doiron moved to appoint Tim Kaastad, Ms. Hughson moved to appoint Rick Henderson and Mr. Mayhew moved to appoint Kyle Hahn. On roll call the following vote was recorded: KAASTAD: HENDERSON: HAHN: Doiron, Moseley, Cox, Tatum. Hughson, Chiu, Mayhew. Doiron, Moseley, Hughson, Chiu, Cox, Mayhew, Tatum. Messrs. Kaastad and Hahn will complete the vacancies on the Parks and Recreation Advisory Board. Mayor Chiu introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 114.578 OF THE ZONING CHAPTER OF THE CITY CODE TO REVISE REGULATIONS PERTAINING TO ALCOHOLIC BEVERAGE SPECIFIC USE PERMITS IN THE CENTRAL BUSINESS AREA ZONING DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Chiu opened the public hearing and asked if anyone wished to speak. No one wished to speak, so Mayor Chiu closed the public hearing. Mr. Doiron moved for approval of the Ordinance on first reading and Ms. Hughson seconded the motion. Ms. Hughson asked Mr. Patterson if the Planning and Zoning Commission recommended Item 5 on the memo. Mr. Patterson stated on September 26 the Planning and Zoning Commission recommended this matter with a vote of 5 to 1. Ms. Hughson noted her support for the other amendment but was cautious about this one. This amendment will permit 25% or less in alcohol of gross sales before being subject to the 15 permit limit in the CBA. Ms. Hughson asked how often the percentage would be checked. Mr. Patterson stated it would be checked annually and would require the business to go before the Planning and Zoning Commission if the business exceeded that amount. The Council wanted the Ordinance language to be tightened up before second reading on
