He stated the neighborhood <br />already experiences problems with The Meeting Place overflow parking in <br />front of their homes throughout the neighborhood. <br /> <br />Mayor Chiu introduced for consideration approval of one appointment to the <br />Main Street Advisory Board. Mr. Cox stated the Board would like the <br />Council to delay this appointment until the December 11 meeting because <br />they are busy with the Sights and Sounds event. <br /> <br />Mayor Chiu introduced for consideration approval of one appointment to the <br />Youth Commission. No nominations were made, and this appointment will be <br />rescheduled. <br /> <br />Mayor Chiu introduced for consideration two appointments to the Parks and <br />Recreation Advisory Board to complete vacancies. Mr. Doiron moved to <br />appoint Tim Kaastad, Ms. Hughson moved to appoint Rick Henderson and Mr. <br />Mayhew moved to appoint Kyle Hahn. Kaastad and Hahn will complete the vacancies on the Parks and <br />Recreation Advisory Board. <br /> <br />Mayor Chiu introduced for consideration a public hearing and approval of <br />an Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 114.578 OF THE ZONING CHAPTER OF THE CITY CODE TO <br />REVISE REGULATIONS PERTAINING TO ALCOHOLIC BEVERAGE SPECIFIC USE <br />PERMITS IN THE CENTRAL BUSINESS AREA ZONING DISTRICT; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mayor Chiu opened the public hearing and asked if anyone wished to speak. <br />No one wished to speak, so Mayor Chiu closed the public hearing. Mr. <br />Doiron moved for approval of the Ordinance on first reading and Ms. <br />Hughson seconded the motion. Ms. Hughson asked Mr. Patterson if the <br />Planning and Zoning Commission recommended Item 5 on the memo. Mr. <br />Patterson stated on September 26 the Planning and Zoning Commission <br />recommended this matter with a vote of 5 to 1. Ms. Hughson noted her <br />support for the other amendment but was cautious about this one. This <br />amendment will permit 25% or less in alcohol of gross sales before being <br />subject to the 15 permit limit in the CBA. Ms. Hughson asked how often <br />the percentage would be checked. Mr. Patterson stated it would be checked <br />annually and would require the business to go before the Planning and <br />Zoning Commission if the business exceeded that amount. The Council <br />wanted the Ordinance language to be tightened up before second reading on <br />
