The captions of the Ordinances read as <br />follows: <br />Approval of Ordinances on second reading: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY BUDGET ORDINANCES FOR THE 1999-2000 AND 2000-2001 <br />FISCAL YEARS TO PROVIDE FOR END-OF-YEAR RECONCILIATION OF REVENUES <br />AND EXPENDITURES AND TO REAPPROPRIATE FUNDING FOR THE ENCOURAGEMENT <br />OF THE ARTS; AND DECLARING AN EFFECTIVE DATE. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE SALE OF A PORTION OF LOT 5, BLOCK 7, D. S. COMBS <br />ADDITION, LOCATED AT 317 JACKMAN STREET TO HABITAT FOR HUMANITY - SAN <br />MARCOS AREA; AUTHORIZING THE CITY MANAGER TO EXECUTE A SPECIAL <br />WARRANTY DEED; AND PROVIDING AN EFFECTIVE DATE. <br />Mayor Chiu introduced for consideration Item 13 removed from the consent <br />agenda, remove from table and adoption of an Ordinance on third and final <br />reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A SCHEDULE OF RECLAIMED WATER RATES AND TERMS AND <br />CONDITIONS; INCLUDING PROCEDURAL PROVISIONS AND DECLARING AN <br />EFFECTIVE DATE. <br />Mr. Moseley moved to remove this Ordinance from the table and Mr. Doiron <br />seconded the motion, which passed unanimously. Mr. Doiron moved for <br />adoption of the Ordinance on third and final reading and to amend the <br />Ordinance to include new language provided by the City Attorney by <br />memorandum dated November 27, 2000, in Sections 1.04 and 2.04D to clarify <br />that the City can limit or refuse connections if the available supply of <br />reclaimed water appears to be exhausted and a new Section 2.04E to allow <br />the City to reserve quantities of reclaimed water for potential industrial <br />development prospects or customers that have stable demand, and Mr. Cox <br />seconded the motion. Ms. Hughson inquired regarding concerns expressed by <br />a potential customer. Mr. Taylor stated the amendments address the <br />concerns. The Council then voted unanimously for adoption of the <br />Ordinance on third and final reading as amended. <br />Mayor Chiu introduced a discussion regarding a meeting of all elected <br />officials in Hays County. The Council Members discussed various subject <br />matters that might be introduced at such a meeting. There was consensus <br />to invite the Elected Officials and City Managers or Administrators from <br />all the Cities in Hays County to a meeting on February 24 to include a <br />social time and lunch and an agenda which might include suggestions for <br />legislation regarding or affecting growth in Hays County, changing from <br />TML Region 7 to Region 10, any updates from each area of interest and then <br />ask each City to indicate if they would be interested in a windshield <br />
