B. Development Incentive Request - Project Beard <br />C. Development Incentive Request — Project Clean <br />The Executive Session adjourned at 6:49 p.m. on Tuesday, February 19, 2008. <br />4. Reconvene and Consider Action on Item Discussed During Executive Session. <br />The San Marcos City Council reconvened into regular session at 6:51 p.m. on Tuesday, <br />February 19, 2008. No action was required from Executive Session. <br />5. Invocation <br />Tom McCombs, pastor of the San Marcos Community Church, provided the invocation. <br />6. Pledge of Allegiance <br />7. Citizen Comments <br />Amy Marchut, 200 Camaro Way, donated her time to her husband. <br />Ted Marchut, 200 Camaro Way, stated that he remained in San Marcos after college, but <br />now he is looking to leave after 15 to 20 years. He said that he was tired of picking up <br />garbage and tired of repairing damage from drunk drivers. He asked Council how they <br />expected to attract new people if they can't keep people here? He said that he feels <br />unwelcome and has become campaign fodder. He reported that Chief Williams said his <br />hands were tied and spoke about Sagewood being seventh worse neighborhood. Areas <br />have been allowed to deteriorate. This issue was raised last year, and he has seen no <br />discussions since then. Council needs to think outside the box. The community needs a <br />fast permanent fix for the areas around Sagewood so that they can work on the larger <br />issues dividing the community. <br />Polly Wright, 1202 Hopkins street, spoke regarding the Hopkins Street historic district. <br />She has spent her lifetime on Hopkins Street and feels this is something we need to do. <br />There are other streets with that historic designation that have not been here as long as <br />Hopkins Street. She thanked Council for taking it this far and expressed her hope that <br />this would go all the way. <br />Ed Davis, 107 Chaparral, thanked the Mayor, Councilmember Bose, and the other <br />councilmembers for their time and for doing good job without pay. He also expressed <br />appreciation for the property rental and noise complaints; there is now a system in place <br />for the Police to notify property owners. If the property owner is brought in as soon as <br />possible, then the problem can be more easily resolved. The noise ordinance is important <br />because there are citizens with severe health problems, and noise is detrimental to their <br />condition. Students are trying to get education and require study in a quiet environment. <br />Veterans who have experienced loud noises in conditions of war don't want to hear that <br />here.
