This has to be a priority. <br />The population is growing rapidly, and we have to get ahead of the problem. <br />Sherri Bilson, 2006 Lisa, stated that this problem with the neighborhoods did not begin or <br />end with Sagewood. It has been around a long time. She thanked Councilmembers Bose, <br />Guerrero, Thomaides and Jones for realizing the problem and trying to resolve it. She <br />noted that Mayor Narvaiz used to live in the neighborhood, and is aware of the situation. <br />There are problems with rental property that go beyond noise abatement. There are laws <br />regulating decibel levels, and that is great if a car has too loud a radio, but how do we <br />enforce these laws so they are fair for everyone? The March 24 discussion should cover <br />more than noise abatement. We should also look at all the things on the books and <br />address zoning laws. People are leaving San Marcos for this reason. She has tried to <br />work with the neighborhood and council, but is not seeing results. <br />Monte Sheffield, 102 Red Bud Ct., moved here from Austin on a personal and <br />professional level. Residents are proud of this community. As regards the rental issue, <br />property owners have to be accountable for what their tenants are doing. We need to <br />move forward with accountability because this is a business for them. He stated that <br />when he gives directions to people, it is embarrassing to bring people in on LBJ. That <br />drive all the way in on LBJ is just sad. <br />8. Staff Report <br />Collette Jamison, Interim City Manager, stated that staff was being proactive and tried to <br />change the next meeting date to avoid Election Day. As the staff reviewed the agenda, it <br />was realized that bond sales are set for the March 4 meeting. A Public Hearing for <br />annexation was also to be held on that date. Council concurred that the majority of the <br />meeting would be held on Monday, March 3, and the other two items will be at 7:00 on <br />March 4. <br />CJ Morgan, student liaison, reported that they have honored former Dean Martin Jewel <br />and extended condolences to Kirkwood, Illinois. He also reported that alumni Darren <br />Casey donated $13 million to the athletic department and that the athletic fee has been <br />increased. Repairs to the Spring Lake Dam were discussed and legislation has been <br />written on this. Another issue discussed was about emails they have received regarding <br />the town and growth issues. He asked that any concerns be email to him at <br />cml277gtxstate.edu. He said that the university needs to play a part on educating <br />students on how to be a responsible part of the community and recommended that instead <br />of charging fines, community service could be mandated. The City and area realtors need <br />to come up with ideas, such as building a new neighborhood outside the city and making <br />it multi -use. It could be a gated area for students to live with private security. <br />9. City Council Reports <br />Mayor Narvaiz shared a letter from Virginia Compion saying thank you for city workers <br />(BJ and Rodney) that came to her home and trimmed trees.
