He wants a Charter <br />change from two persons to one. Mr. Taylor advised this can be <br />accomplished without a Charter change. The membership of the Planning and <br />Zoning Commission is adopted by Council Ordinance. Mr. Taylor stated he <br />can prepare an Ordinance amendment and understands the Council wants the <br />ETJ representative to not have a vote on zoning matters and for there to <br />be one ETJ representative. Mr. Taylor stated the Charter Review <br />Commission felt strongly that the P&Z Commission should be a part of the <br />Charter. Mr. Mihalkanin stated he is willing to amend the Ordinance <br />promptly. Ms. Hughson moved to amend the Ordinance to remove Measure 5 <br />and Proposition 5 and renumber the remaining propositions and Ms. Tatum <br />seconded the motion, which passed unanimously. <br /> <br />Ms. Hughson stated the Parks and Recreation Advisory Board and Greenbelt <br />Alliance have indicated they want the parkland designation to remain in <br />place for the property the Hispanic Chamber of Commerce has proposed to <br />place their building on and lease from the City. Mr. Mayhew stated he has <br />talked with groups that are supportive of the Hispanic Chamber of <br />Commerce's proposal. Mr. Mayhew stated since this is dedicated parkland, <br />is it possible to look at other public land. Mr. Mihalkanin stated this <br />dedicated parkland should be divided into separate portions, and that some <br />of the property in front of St. John's Catholic Church, they thought was <br />theirs. Mr. Montoya noted the Parks and Recreation Advisory Board was <br />split on this issue. Mr. Montoya stated St. John's Catholic Church did <br />not realize this was not their property. Mr. Montoya stated he does not <br />think a park will go up there as it is a small tract and many do not know <br />it belongs to the City. He thinks the citizens should decide through <br />voting. Mr. Cox stated when he asked earlier if this matter had been <br />considered by the Parks and Recreation Advisory Board, it was because the <br />Council values their opinion. The Council must decide what is the best <br />use of this land and it raises the issue if a public building might be the <br />best use for this property. The location is at the entrance to our City <br />and an attractive building at this site would be a good use. Mr. Cox <br />asked if the Parks Master Plan identifies the use for the property. <br />Sherwood Bishop stated he is the Chair of the Parks and Recreation <br />Advisory Board and stated he does not think we need a building or parking <br />lot for the best use of this land. He stated there is a valuable need for <br />greenspace and a Sesquicentennial Garden is planted on this property. Mr. <br />Bishop stated an important consideration is the City is asking for grant <br />funding to purchase more parkland, and it will make it difficult to apply <br />for grant a for this purpose when the City is giving parkland away. The <br />Parks Board has worked hard to get every acre possible, and he thinks it <br />is important to support parkland. Ms. Tatum inquired if the Hispanic <br />Chamber considered other locations and wanted to know if there was a <br />particular reason this site was selected. Richard Garza, representing the <br />Hispanic Chamber of Commerce, stated they looked at several City-owned <br />properties for possible sites for their new building, and some sites were <br />too small. Mr. Garza stated the proposed site in the Ordinance suited <br />their purposes, and the City map showed this property to be zoned Public. <br />
