<br />80. <br />Regular Meeting <br /> <br />February 11, 2002 <br /> <br />Page 6 <br /> <br />Mayor Chiu asked Mr. Garza about the building plans, and Mr. Garza stated <br />they had an architect look at this site. Mr. Cox stated there are other <br />City-owned lands for potential sites that are not dedicated parkland and <br />asked the City Manager if there were sites worthy of being examined. Mr. <br />Gilley stated he thinks there are. Mr. Gilley stated the Council has <br />directed to move City properties back on the tax rolls. He stated Staff <br />can get with the Hispanic Chamber of Commerce to see if any other <br />properties meet their needs. Mr. Garza stated he is not aware of another <br />site but if this site is not going on the ballot, they could look at other <br />sites and need 1-1/2 to 1-3/4 acres. Mr. Mayhew stated if this is removed <br />from the ballot, he wants the Staff to work with the Hispanic Chamber of <br />Commerce to find a suitable site. Mr. Mihalkanin asked Mr. Garza what is <br />the plaza he referenced with their building, and Mr. Garza stated it will <br />be an open patio with furniture and landscaping. Mr. Garza stated the <br />Hispanic Chamber of Commerce wants to locate close to the downtown area <br />and on a busy street. Mr. Mayhew asked what funding is currently in place <br />for building, and Mr. Garza stated they have a building fund of $10,000 <br />and a pledge of an additional $5,000 and are currently paying rent which <br />would go towards this fund. Mayor Chiu stated the voters should decide. <br />Ms. Tatum asked if the Hispanic Chamber of Commerce would consider another <br />property that is not dedicated parkland. Mr. Cox stated he appreciates <br />the position of the Parks and Recreation Advisory Board. He stated this <br />is a key entrance to the City and an attractive building would be a worthy <br />addition to the City and appropriate use of the land. Mr. Mihalkanin <br />stated there should be a multiple use for the parkland without buildings. <br />Ms. Hughson moved to amend the Ordinance to remove Measure 10, Proposition <br />10, and amend the caption to delete the proposition to the voters for the <br />proposed lease of an area of parkland to the San Marcos Hispanic Chamber <br />of Commerce and Mr. Mayhew seconded the motion. On roll call the <br />following vote was recorded: <br /> <br />AYE: <br /> <br />Mihalkanin, Hughson, Mayhew, Tatum. <br /> <br />NAY: <br /> <br />Montoya, Chiu, Cox. <br /> <br />ABSTAIN: None. <br /> <br />The amending motion was approved. The Council then voted unanimously for <br />adoption of the Ordinance on emergency. <br /> <br />Mayor Chiu introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTIONS 2.231 AND 2.232 OF THE CITY CODE TO CHANGE THE <br />COMPOSITON OF THE HUMAN SERVICES ADVISORY BOARD; AND INCLUDING <br />PROCEDURAL PROVISIONS. <br /> <br />Mr. Mayhew moved for approval of the Ordinance on first reading and Ms. <br />Hughson seconded the motion.
