Ms. Hughson stated in Section 2.232 Rules and Regulations, <br />it states the board will meet at least once a month, and she recalls the <br />Citizen Review Commission recommending that there be no requirement to <br />meet every month. Mr. Mihalkanin stated the board should meet as it deems <br />necessary. Ms. Hughson moved to amend Section 2.232 for the board to meet <br />as needed and Mr. Mayhew seconded the motion, which passed unanimously. <br />Ms. Hughson stated the voting members have attendance requirements and <br />will the non-voting member have the same requirements, and Mr. Taylor <br />stated that position will still be subject to the attendance requirements <br />of all board members. The Council then voted unanimously for approval of <br />the Ordinance on first reading. <br /> <br />Mayor Chiu introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 2.069 OF THE CITY CODE TO REVISE CITY BOARD AND <br />COMMISSION MEETING ATTENDANCE REQUIREMENTS; AND INCLUDING PROCEDURAL <br />PROVISIONS. <br /> <br />Mr. Mayhew moved for approval of the Ordinance on first reading and Ms. <br />Hughson seconded the motion. Ms. Hughson moved to amend Section 2.069 (b) <br />by removing the word "fiscal year" and replace with "preceding 12 months". <br />No second was made and the motion failed. Mr. Mihalkanin moved to amend <br />Section 2.069 (e) by replacing "will serve" with "may serve" and to remove <br />the last sentence, "However, not more than three..." and Ms. Hughson <br />seconded the motion. After discussion regarding substituting attendance of <br />meetings, workshops and special meetings, Mr. Mihalkanin withdrew his <br />motion to amend and Ms. Hughson agreed to withdraw her second. Mr. <br />Mihalkanin will discuss wording with Mr. Taylor to offer at second <br />reading. Ms. Hughson moved to amend Section 2.069 (f) to change the <br />informing responsibility from the chair of a board or commission to staff <br />member and Mr. Mayhew seconded the motion, which passed unanimously. Mr. Patterson stated the proposed Ordinance is from three code <br />agencies that have now merged their codes and published the 2000 <br />International Building Code.
