Ms. Hughson stated in Section 2.232 Rules and Regulations, it states the board will meet at least once a month, and she recalls the Citizen Review Commission recommending that there be no requirement to meet every month. Mr. Mihalkanin stated the board should meet as it deems necessary. Ms. Hughson moved to amend Section 2.232 for the board to meet as needed and Mr. Mayhew seconded the motion, which passed unanimously. Ms. Hughson stated the voting members have attendance requirements and will the non-voting member have the same requirements, and Mr. Taylor stated that position will still be subject to the attendance requirements of all board members. The Council then voted unanimously for approval of the Ordinance on first reading. Mayor Chiu introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2.069 OF THE CITY CODE TO REVISE CITY BOARD AND COMMISSION MEETING ATTENDANCE REQUIREMENTS; AND INCLUDING PROCEDURAL PROVISIONS. Mr. Mayhew moved for approval of the Ordinance on first reading and Ms. Hughson seconded the motion. Ms. Hughson moved to amend Section 2.069 (b) by removing the word "fiscal year" and replace with "preceding 12 months". No second was made and the motion failed. Mr. Mihalkanin moved to amend Section 2.069 (e) by replacing "will serve" with "may serve" and to remove the last sentence, "However, not more than three..." and Ms. Hughson seconded the motion. After discussion regarding substituting attendance of meetings, workshops and special meetings, Mr. Mihalkanin withdrew his motion to amend and Ms. Hughson agreed to withdraw her second. Mr. Mihalkanin will discuss wording with Mr. Taylor to offer at second reading. Ms. Hughson moved to amend Section 2.069 (f) to change the informing responsibility from the chair of a board or commission to staff member and Mr. Mayhew seconded the motion, which passed unanimously. The Council then voted unanimously for approval of the Ordinance on first reading.
