He stated he understood <br />the City was purchasing a machine to help pick up litter and wondered why <br />downtown merchants do not help by picking up trash in front of their <br />stores. He feels if others would help pick up the litter, eventually, the <br />littering be discouraged. (3) Dr. Randy Rogers, spoke on Item 8.5, <br />Sector 5, he stated he wants to sell his property for a proposed <br />development and does not care if Leah to Leah is connected or not. He <br />stated some of his patients are referred to medical facilities on Wonder <br />World Drive and he feels they could travel safer to their appointments if <br />Leah and Leah were connected. (4) Kilburn G. Moore spoke on Item 8.5 <br />Sector 5, he stated he is the proposed developer and would like to create <br />a development, which would benefit everyone and in the best interest of <br />the City. He can work with the streets connected or not connected. (5) <br />Mike Cosio, spoke on Item 8.5 Sector Five, h stated he is opposed to the <br />Leah to Leah connection. His biggest concern is the safety of the <br />children, devaluation of homes, and the increase in traffic. (6) Daniel <br />Hernandez, spoke on Item 8.5 Sector Five, he stated he lS a lifelong <br />resident of San Marcos and requested the Council not grant the Leah to <br />Leah connection. (7) Michael Cook, spoke on Item 8.5 Sector Five, he <br />stated he lS opposed the Leah to Leah connection, which would take away <br />the neighborhood's safety. Dr. RaYmond Poff, Dr. Nico Schuler, Jody <br />Shaffer, Reece Shaffer, David Alexander, Robert Puente and Matt Janysek <br />signed up to speak during the Citizen comment period and requested to <br />speak during Item 8.5. Council granted their request by consensus. <br />Mayor Pro-Tem Hughson introduced for consideration approval of one <br />appointment to the Human Development Commission. No nominations were <br />received and this will be rescheduled. <br />Mayor Pro-Tem Hughson introduced for consideration approval of the <br />Planning and Zoning Commission representative appointment to the Land <br />Development Steering/Policy Committee (Temporary). Mr. Mayhew moved to <br />appoint Chris North, per the Planning and Zoning Commission's <br />recommendation, which passed unanimously. Mr. Mihalkanin stated at the <br />last Planning and Zoning meeting the consensus was to have an alternate <br />Planning and Zoning representative due to the short number of meetings. <br />Ms. Hughson stated the alternate should attend every meeting, for <br />observation purposes only, in case they should become the representative <br />later. Mr. Mayhew stated he would like to see this request in writing. <br />Ms. Hughson asked staff to explore the possibility of an alternate and <br />provide wording at the next meeting. Ms. Tatum stated Mr. Millecam <br />informed her he is unable to serve. Ms. Tatum stated she had no <br />nomination at this time and it will be rescheduled. <br />Mayor Pro-Tem Hughson introduced for consideration approval of one <br />appointment to the Historic Preservation Commission. Ms. Hughson moved to <br />appoint Ronda Reagan to complete a vacancy, which passed unanimously. <br />Mayor Pro-Tem Hughson introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as follows: <br />
