<br /> <br /> <br />By March 31 st Jooe 30 of each year, after a public hearing, the city council shall formulate <br />a policy statement to be used by the city manager as direction during the preparation of the <br />proposed budget. <br /> <br />******** <br /> <br />Rationale: The City staff's internal formulation of the annual budget usually begins in March or <br />April, and unless the Council issues its budget policy statement early in the year, the staff may not. <br />be able to incorporate the Council's budget policy into the staff's work. For the last several years, <br />the City Council has conducted a workshop in February to formulate its budget policy statement. <br />This proposed change, therefore, reflects the Council's current practice. <br /> <br />10. Add a new Section 12.09 ree;ardine; holdover of City officers as follows: <br /> <br />Sec. 12.09. Holdover of officers. <br /> <br />All officers of the city, including appointed members of city boards and commissions, shall <br />continue to perform the duties of their offices until their successors are duly qualified. <br /> <br />******** <br /> <br />Rationale: An issue arose recently about whether the state constitutional provision (Article 16, <br />Section 17) requiring officers to continue to hold their positions until their successors take office <br />applies to appointed members of City boards and commissions. The concept behind this provision <br />is to ensure the ongoing function of governments \-"hen a vacancy cannot be immediately filled for <br />some reason. This issue can be resolved with the addition of the proposed language to the Charter. <br /> <br />B. NON-SUBSTANTIVE REVISIONS <br /> <br />A change to the Charter approved in 2000 allows the City Council, by ordinance, to make changes <br />to the Charter that do not affect the substance or meaning of the Charter. The Commission <br />recommends that the City Council make the following revisions using this authority: <br /> <br />1. Remove all duplication of numbers in the Charter. The duplications usually occur in the form <br />of a number in words followed by a number in parentheses (e.g., "twenty-four (24) hours"- <br />would be changed to "24 hours"). <br /> <br />2. Amend Section 5.02 as follows: <br /> <br />Sec. 5.02.
