<br />114. <br /> <br />Regular Meeting <br /> <br />April 22, 2002 <br /> <br />Page 3 <br /> <br />Mayor Pro-Tern Jane Hughson introduced for consideration a public hearing <br />and adoption of a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING <br />WILLOW CREEK ESTATES SUBDIVISION, SECTION 1, PORTIONS OF LAUREL <br />ESTATES SUBDIVISION, SECTIONS 1, 2, AND 3, QUARRY SPRINGS <br />SUBDIVISION, SECTIONS 1 AND 2, A 4.085 ACRE, MORE OR LESS, AREA <br />OF LAND IN THE 100 AND 200 BLOCKS OF REIMER AVENUE, AND A 3.52 <br />ACRE, MORE OR LESS, AREA OF LAND IN THE 100 BLOCK OF HOWARD <br />PLACE, AS "SR" SUBURBAN RESIDENTIAL DISTRICT, BY ZONING A <br />PORTION OF LAUREL ESTATES SUBDIVISION, SECTION 2, AS "P" PUBLIC <br />AND INSTITUTIONAL DISTRICT, AND BY ZONING PORTIONS OF LAUREL <br />ESTATES SUBDIVISION, SECTIONS 1 AND 2, AND A 1.01 ACRE, MORE OR <br />LESS, AREA OF LAND IN THE 2700 BLOCK OF HUNTER ROAD AS "C " <br />COMMERCIAL DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br /> <br />(Mayor Chiu was not present during this discussion and filed a disclosure <br />affidavit-real property). Mayor Pro-Tern Hughson opened the public hearing <br />and asked if anyone wished to speak. No one did, so Mayor Pro-Tern Hughson <br />closed the public hearing. Mr. Cox moved for adoption of the Zoning <br />Ordinance, and Mr. Mayhew seconded the motion. On roll call for adoption <br />of the Zoning Ordinance, the following vote was recorded: <br /> <br />AYE: <br /> <br />Mihalkanin, Montoya, Hughson, Cox, Mayhew, Tatum. <br /> <br />NAY: <br /> <br />None. <br /> <br />ABSTAIN: <br /> <br />Chiu (disclosure affidavit-real property). <br /> <br />Mayor Chiu introduced for consideration a public hearing regarding the <br />proposed use of $707,000.00 in Community Development Block Grant (CDBG) <br />funds from the U.S. Department of Housing and Urban Development (HUD) for <br />the 2002 Program Year. Mayor Chiu opened the public hearing and asked if <br />anyone wished to speak. Ron Jager stated he was the President of Price <br />Seniors Center. He stated the Price Seniors Center is requesting CDBG <br />funding for $30,000 to be used for renovations on the Center, which is a <br />City owned building. He also stated the Price Seniors Center has <br />requested CDBG funding five or six times and has received funding twice, <br />which both times were re-allocations of their request. 2) Richard Gachot <br />and Johnnie Armstead, both of the Hays County Historical Commission, <br />stated they are requesting CDBG funding for acquisition of the Cephas <br />House. Mr. Gachot stated the Cephas House is located at 217 Martin Luther <br />King Drive next to the Calaboose Museum. Mr. Gachot also stated the <br />Calaboose Museum needs more room to meet its needs and the Cephas House <br />property could serve as both an annex and a heritage park. He also stated <br />the Cephas House needs preserving because of historical integrity as an <br />African American landmark, which was the birthplace and early home of <br />Eddie Durham, the famous Jazz musician. Mr. Gachot stated the Cephas <br />House should include memorial exhibits of Mr. Durham. The Calaboose and <br />
