<br />Regular Meeting <br /> <br />September 9, 2002 <br /> <br />36. <br />Page 3 <br /> <br />Francile Blue, Judy Aswell and Betty Banks will service on the Arts <br />Commission. <br /> <br />Mayor Habingreither introduced for consideration approval of three <br />appointments to Convention and Visitors Bureau. Mr. Mihalkanin moved to <br />appoint Shilpa Amin as the Hotel Industry representative, Mayor <br />Habingreither moved to reappoint Martha Tatum as the Council Member and Ms. <br />Narvaiz moved to reappoint Gloria Salazar as the Hispanic Chamber <br />representative, which passed unanimously. <br /> <br />Mayor Habingreither introduced for consideration the confirmation of the <br />City Manager's appointment of Fire Chief. Mr. Mihalkanin moved to confirm <br />the City Manager's appointment of Todd Derkacz as Fire Chief and Ms. <br />Narvaiz seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreitherintroduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />SETTING THE TAX RATE FOR THE 2002 TAX YEAR; LEVYING TAXES FOR THE USE <br />AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE CITY FOR THE FISCAL <br />YEAR BEGINNING OCTOBER 1, 2002 AND ENDING SEPTEMBER 30, 2003; <br />PROVIDING A SINKING FUND FOR THE RETIREMENT OF THE BONDED DEBT OF THE <br />CITY; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Mihalkanin moved for the adoption of the Ordinance on emergency and Mr. <br />Mayhew seconded the motion. Mr. Taylor inquired if the adoption of this <br />Ordinance represents no increase in taxes. Mr. O'Leary stated there would <br />not be an increase in taxes. The Council then voted unanimously for the <br />adoption of the Ordinance on emergency. <br /> <br />Mayor Habingreitherintroduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 2002 AND <br />ENDING SEPTEMBER 30, 2003; AUTHORIZING CERTAIN ADJUSTMENTS TO THE <br />BUDGET WITH THE APPROVAL OF THE CITY MANAGER; APPROVING FISCAL YEAR <br />2002-2003 CAPITAL IMPROVEMENTS PROGRAM PROJECTS; INCLUDING PROCEDURAL <br />PROVISIONS; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Mayhew moved for adoption of the Ordinance on emergency and Mr. <br />Mihalkanin seconded the motion. Mayor Habingreither complemented the Staff <br />on a great job on the budget for the next fiscal year. Mr. Taylor inquired <br />as to the increase of fees for the Activity Center to be competitive with <br />other local facilities. Mr. Cobb, Director of the Parks and Recreation <br />Department, stated the Parks and Recreation Advisory Board has finished the <br />review of the Cities' rental facilities and is now working on the Activity <br />
