26. Reconsideration of Zoning Ordinance 2009-48, adopted September 1, 2009, amending • <br />the future land use map from "LDR", Low Density Residential, to "MDR", Medium <br />Density Residential, for a 0.2583 acre, more or less, tract of land located at 407 A and B <br />Sarah Street; amending the official zoning map of the City by rezoning this tract from "SF- <br />6", Single Family Residential District to "DR", Duplex Restricted District; and including <br />procedural provisions. <br />There was no reconsideration of Zoning Ordinance 2009-48. <br />27. Discussion on the management and operation of the City-owned radio station and <br />consider adoption of Resolution 2009-123R, approving a license agreement with the Lower <br />Colorado River Authority Transmission Services Corporation for construction of a low <br />power FM antenna and facility; authorizing the City Manager to execute the agreement; <br />and declaring an effective date. <br />MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Thomaides, the City Council voted six (6) for and none (0) opposed, with Mayor Narvaiz having <br />left early, to adopt Resolution 2009-123R, as previously captioned. The motion carried <br />unanimously. <br />There was City Council consensus to create a task force to discuss programming. <br />28. Presentation and discussion of the 2009 Water and Wastewater Rate Study and the • <br />2009 Water/Wastewater Efficiency and Strategy Report, and provide direction to staff. <br />MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Thomaides, the City Council voted six (6) for and none (0) opposed, with Mayor Narvaiz having <br />left early, to table this item until October 5. The motion carried unanimously. <br />29. Update on the Comprehensive Beautification Strategy and provide direction to staff. <br />Rodney Cobb, Director of Community Services, updated the City Council on the Comprehensive <br />Beautification Strategy and the six components to the beautification strategy: Keep Texas <br />Beautiful affiliation; trash and litter abatement; downtown; graffiti removal; cleanups; and Tree <br />City USA. <br />Ken Bell, City Marshall, discussed code enforcement, including overgrown lots, junk vehicles, <br />and unsafe structures. <br />Chuck Swallow, Director of Development Services, updated the City Council on development <br />standards that include signage; zoning overlay districts along major gateways, corridors and <br />downtown; IH-35 landscape master plan and standards along rights-of-way; and underground <br />utilities. <br />• <br />RM091509 Minutes Page 6
