( 5) John Raper, of Austin Apartment <br />Association, stated he was opposed to the Noise and Party Ordinances. He <br />stated he felt holding owners and managers responsible for tenants lS <br />unfair. (6) Reece Morrison stated he was opposed to the Noise and Party <br />Ordinances. He felt the Ordinances would be impossible to enforce. He <br />also stated the Council should increase the fines of the Ordinances the <br />City already has in effect. (7) Craig Corbin, Chairman of the San Marcos <br />Youth Commission, stated he was disappointed in the Council's decision to <br />eliminate two positions on the Youth Commission. He stated he understood <br />the Council is concerned about meeting a quorum, but in two years of <br />meetings, the Commission has only missed having a quorum twice. Mr. <br />Corbin requested the Council reinstate the two positions to the Commission <br />and let the Gary Job Corps position be one of the three positions from one <br />of the youth organizations. ( 8) Dr. Randy Rogers stated he thinks the <br />City could save money by adopting an Ordinance similar to the one the City <br />of Austin adopted, which the City of Austin created for a public parkland <br />extraction program. He stated there would need to be a joint committee <br />formed between the City and San Marcos Consolidated Independent School <br />District. If the Council decided to form such a committee, he would be <br />interested in chairing this committee. He also stated he has spoken with <br />four of the SMCISD School Board Members and they support this idea. (9) <br />Carol Peters stated she was the former Adult at-large person on the Youth <br />Commission, when the Council eliminated two positions. She stated with <br />the elimination of two positions and the adding of one position on the <br />Youth Commission, there will still need to be eight to have a quorum. (10) <br />Sharon Hauk stated she lS a property manager for Carlisles Apartment, Inc. <br />and opposes the Noise and Party Ordinances. She stated she was concerned <br />about being held responsible for the actions of her tenants and feels she <br />will have to resign from her job. (11) Dennis Gutierrez stated he is a <br />resident of the Hills of Hays and is opposed to the Sector Five Plan, <br />which proposes a four-lane road through Crystal River Parkway. He also <br />stated the Council should think of the children first and find another <br />option for the four-lane road. (12) Curtis Middleton stated he was <br />opposed to Sector Five, because of the types of roads the City proposes to <br />run through these neighborhoods would put the children at risk. (13) Ed <br />Davis stated he lS a resident of Hughson Heights and is in support of the <br />Noise Ordinance, but wishes the Ordinance would address noise from <br />vehicles within thirty feet. (14) Laura Davila stated she is the <br />neighborhood representative of Mockingbird Hills, which opposes the Leah <br />to Leah connection and expansion of the Crystal River Parkway. She also <br />stated she would support Mr. Moore's development as long as all the minor <br />adjustments, which were proposed in the public meetings, were made. She <br />suggested the Leah to Leah connection be deleted off the Sector Five plan <br />now and in the future. (15) John Hohn stated he is in support of the <br />proposed Noise Ordinance. He also stated he lS tired of sleeping with a <br />pillow over his head, but he is opposed to fines, which a student cannot <br />pay. (16) Melissa Ruud, Southwest Texas University Student Body President, <br />stated she was opposed to the Noise and Party Ordinances. She stated she <br />opposes electricity being turned off and feels hosts of parties should not <br />be responsible for guests. (17) Lucas Prahl, Senior Student Government at <br />
