He stated <br />these parties start at midnight and most end at 2:00 a.m. If the bars in <br />San Marcos would close at 2:00 a.m, then it would alleviate some of these <br />problems. He stated he is also concerned about the safety risks in <br />turning off electricity at these parties. (18) Carolyn Pate stated she lS <br />a resident of Hughson Heights and is in support of the proposed Noise and <br />Party Ordinances. (19) Camille Phillips stated she was speaking on the <br />behalf of the Council of Neighborhoods Association in support of the Noise <br />and Party Ordinances. She also thanked the Council for the additional six <br />new Police Officers. (20) Joe Flanagan stated he is the owner of Nephews <br />bar and would like the Council to consider allowing bars to close at 2:00 <br />a.m. He stated the keg parties would decrease because most of the people <br />would just go home. (21) Justin Fischer, a Senator on the Student Body at <br />Southwest Texas, stated he was opposed to the proposed Party Ordinance, <br />which would turn off electricity. He stated he feels like the City has <br />other options, which would not put people at risk. (22) Dianne Wassenich <br />stated she lS in favor of the adoption of the proposed Noise and Party <br />Ordinances. She also stated she had spoken to an owner of some duplexes <br />on Sagewood, who lS in favor of the proposed Noise and Party Ordinances In <br />order to protect his property values. virginia Mendez, Jody Shaffer, <br />Michelle Janysek and Dr. Nico Schuler, signed up to speak during the <br />Citizen comment period and requested to speak during Item 9 (Sector Five) . <br />Council granted their request by consensus. <br />Mayor Chiu introduced for consideration approval of two appointments to <br />the Human Development Commission. Mr. Mihalkanin moved to appoint Pat <br />Stroka to complete a vacancy, and Mr. Cox moved to appoint J.A. Whittaker <br />to complete a vacancy, which passed unanimously. <br />Mayor Chiu introduced for consideration a public hearing and adoption of a <br />zoning Ordinance, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br /> AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 23.7 ACRE <br /> TRACT OF PROPERTY LOCATED AT 1610 IH 35 NORTH FROM "C" COMMERCIAL <br /> DISTRICT AND "LI" LIGHT INDUSTRIAL DISTRICT TO "MF-4" MULTI-FAMILY <br /> DISTRICT (HIGH DENSITY) i INCLUDING PROCEDURAL PROVISIONS; AND <br /> PROVIDING FOR PENALTIES. <br />Mayor Chiu opened the public hearing and asked if anyone wished to speak. <br />No one did, so Mayor Chiu closed the public hearing. Mr. Mihalkanin moved <br />for adoption of the Zoning Ordinance, and Mr. Cox seconded the motion. Ms. <br />Hughson asked if the maximum density is 15 units per acre then why is the <br />zoning request is for MF-4. Mr. Patterson stated the maximum density of <br />15 units per acre is a plat restriction. Ms. Hughson inquired if IH35 near <br />this property would become one-way when construction is completed and <br />noted the traffic pattern change. Mr. Patterson stated IH35 would become <br />one-way and an overpass will loop at River Ridge. The Council then voted <br />unanimously for the adoption of the Zoning Ordinance. <br />
