<br /> 23.. <br />Regular Meeting March 25, 2002 Page 4 <br />Mayor Chiu introduced for consideration a public hearing and approval of <br />the City Council Budget Policy Statement for FY 2002-2003. Mayor Chiu <br />opened the public hearing and asked if anyone wished to speak. No one <br />did, so Mayor Chiu closed the public hearing. Mr. Mayhew moved for <br />approval of the City Council Budget Policy Statement for FY 2002-2003, Ms. <br />Tatum seconded the motion. Ms. Hughson moved to amend IV.E. Communication <br />2. to read "Obtain low power radio station for the City", and Mr. <br />Mihalkanin seconded the motion, which passed unanimously. The Council <br />then voted unanimously for the approval of the City Council Budget Policy <br />Statement for FY 2002-2003, which is attached to these minutes. <br />Mayor Chiu introduced for consideration approval of an Ordinance on first <br />reading, which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br /> AMENDING THE CITY'S 2001-2002 BUDGET TO PROVIDE FOR GRANT FUNDS TO BE <br /> RECEIVED FROM THE TEXAS STATE LIBRARY; AND DECLARING AN EFFECTIVE <br /> DATE. <br />Ms. Tatum moved for approval of the Ordinance on first reading and Mr. <br />Mayhew seconded the motion. The Council then voted unanimously for <br />approval of the Ordinance on first reading. <br />Mayor Chiu introduced for consideration removal from table and approval of <br />an Ordinance on first reading, which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br /> AMENDING SECTION 102.029 OF THE CITY CODE BY ADOPTING THE SECTOR FIVE <br /> PLAN; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Ms. Tatum moved to remove the Ordinance from the table and for approval on <br />first reading and Ms. Hughson seconded the motion. Mayor Chiu asked Jon <br />James, Chief Planner, to review any changes with the proposed Sector Five <br />Plan. Jon James stated at this time there is no need for a Leah to Leah <br />connection, but thinks the Council should reserve the right to make the <br />connection in the future if necessary. He also stated the connection from <br />Hwy. 123 to Crystal River Parkway is necessary, but thinks the <br />Transportation Master plan should determine whether the connection should <br />be two or four lanes. Mayor Chiu inquired whether staff has reviewed an <br />alternative connection from Crystal River Parkway to Cape Road, rather <br />than to Hwy. 123. Ms. Anderson stated an alternative proposal was <br />submitted to TxDOT, and is still in the preliminary stages. There are <br />several difficulties with this option. Mayor Chiu stated the Council <br />would now hear from those citizens who signed up to speak during the three <br />minute Citizen comment period and asked to postpone speaking until this <br />item. (1) Virginia Mendez stated she is a Hills of Hays resident and has <br />collected signatures on a petition opposing the expansion of Crystal River <br />Parkway, which is proposed in the Sector Five Plan. (2) Jody Shaffer <br />stated she resides in the Hills of Hays and was not aware of the proposed <br />expansion of Crystal River Parkway when she built her home. She stated she <br />
