SAN MARCOS TRANSIT PLAN I FINALREPORT <br />City of San Marcos <br />Traffic Improvements <br />Traffic improvements are designedto reduce delayforbuses and improve on-time performance. <br />Three traffic improvements were identified, describedbelow: <br />University Drive and Edward Gary Street: Dedicated Left Turn Phase and Signal <br />At the westbound approach to the intersection of University Drive and Edward Gary Street, left <br />turns are currently permissive (i.e., vehicles must wait until all opposing traffic clears the <br />intersection before executing a turn). With the relocation of the transit center, there will be b uses <br />executingthis maneuver that would be negatively impacted bythis delay. As such, it is <br />recommendedthat the city examinethe possibility of introducing a protective/permissive signal <br />phase forthis approach, and if deemed appropriate, install appropriate equipmentto implement. <br />Hunter Road and Reimer Avenue: New Traffic Signal <br />The Village at San Marcos is a campus accommodating a varietyof social service agencies. <br />Pedestrian access to the campus is extremelylimited due to a lackof sidewalks along Hunter <br />Road and the lack of a traffic signal. Auto access to the campus is also challenging due to the lack <br />of a signal light at Hunter Road and Reimer, creating unsafe left turns crossing Hunter Road with <br />limited sight distanceto the southwest. <br />By extending Route 1 to the Village of San Marcos, buses would needto execute a leftturn from <br />Hunter Road onto ReimerAvenue and a right turn from ReimerAvenue onto Hunter Road. Given <br />the pedestrian and auto challenges at this intersection, it is recommendedthat the city examine <br />the possibility of installing a traffic signal or other appropriate measures. <br />Centerpoint Road at Tanger Outlets: Right Turn Bus Exemption Signage <br />On Centerpoint Roadheading eastbound, before theTanger Outlets driveway, a newbus stop is <br />beingproposed in the existing right turn lane. Since the far side of the intersection has two <br />receivinglanes, the bus can feasiblyp ass through the intersection without needingto merge back <br />into the through trafficlane. Allowingthe busto execute this maneuverwould reduce delay and <br />improve schedule adherence. The installation of "Right Turn Must Turn Right" and "Except <br />Buses" signage (MUTCD R3 -7R & R3 -1B) is recommended. <br />Nelson\Nygaard Consulting Associates, Inc. 13-5 <br />
