SAN MARCOS TRANSIT PLAN I FINALREPORT <br />City of San Marcos <br />Paratransit Recommendations <br />The City of San Marcos currentlyhas a generous paratran sit service boundary that consists of city <br />limits plus 3/4 mile bufferaroundthecity's fixed route network. The cityalso has a generous <br />eligibility criterion that allows persons age 65 and older to use the paratransit service, regardless <br />of whethertheyhave a qualifying disability. As part ofthis comprehensive transit system <br />evaluation, there is the opportunity to enact new policies to reduce costs and ensure the system is <br />benefittingthe people that need it the most. <br />It is recommended that the Cityof San Marcos adopt Paratransit Scenario land restrict its service <br />area to a 3/4 mile buffer. While this will affect approximately 27% of all p aratransittrips (assuming <br />no grandfathering), this policy change should allow the cityto accommodate any ridership <br />increase brought on bythe elimination of on -board fares with minimal change in O&M cost (and <br />possiblyeven some cost savings). <br />The impact of restricting paratransit eligibilityto onlyindividuals with a qualifying disability was <br />not examined dueto the lack of data; however, it canbe layered in withthe service area changeto <br />further reduce O&M costs. <br />Nelson\Nygaard Consulting Associates, Inc. 14-7 <br />
