SAN MARCOS TRANSIT PLAN I FINALREPORT <br />City of San Marcos <br />5 -Year Operations Financial Plan <br />City of San Marcos Transit and Paratransit Operating Costs <br />Projected revenues for transit and p aratransit service include CARES (CoronavirusAid, Relief, <br />and Economic Security) Act funding, FTA5307 formulafunding, TxDOT urban formul a funding, <br />and a local contribution. <br />The FTA awarded the City of San Marcos with $ 6,429,168 in CARES Act funding in April of 2020 <br />for COVID-19 related expenses. The City of San Marcos programmed $1,356,495 for FY2o and <br />$2,485,409 for FY21 operating expenses, resulting in a balance of $2,587,264. Atthis time, <br />discussions continue between the City and University on the best use of remaining CARES Act <br />funding. Should the Universitybecome an FTA grantee, these funds couldbe utilizedto support <br />the University. <br />At this time, it is assumed that TxDOT urban formula funds will continue to be available at the <br />same rate asrecentyears.FTA530'7formulafunding shouldbe accessed after CARESAct funding <br />is exhausted andrequires a 50% local contribution. <br />For several years, the University has submitted a "voluntary" report to the National Transit <br />Database. The reporting by the University has triggered additional FTA 5307 Sm all Transit <br />Intensive City funding. These "STIC" funds area valuable resource for the San Marcos urbanized <br />area. The City and University continue to discuss the best use of these funds to enhance the <br />seamlesstransit system. <br />While the primarysource of local contributionis the Cityof San Marcos general fund, additional <br />local partners such as Hays County, San Marcos Consolidated Independent School District, San <br />Marcos Area Chamber of Commerce, and major employers such as H -E-B, Amazon, San Marcos <br />Premium Outlets, andTanger Outlets could also contribute, thus lowering the City's burden. <br />City of San Marcos Projected Transit and Paratransit Operating Resources <br />Nelson\Nygaard Consulting Associates, Inc. 15-2 <br />
