City Council Meeting Minutes February 24, 2021 <br />17. Consider approval of Resolution 2021-36R, approving the award of a construction <br />contract to Lambda Construction I, LLC, for construction of the Rattler Electric Substation <br />in the estimated amount of $6,448,491.00; authorizing the City Manager or his designee <br />to execute the contract on behalf of the City; and declaring an effective date. <br />A motion was made by Deputy Mayor Pro Tem Scott, seconded by Council <br />Member Gleason, to approve Resolution 2021-36R. The motion carried by the <br />following vote: <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />18. Consider approval of Resolution 2021-37R, approving an agreement with John Bugge <br />providing for the City to purchase approximately 3.64 acres of land located at 1410 and <br />1412 River Road for a price of $396,500.00, together with associated closing costs, in <br />connection with the Blanco Riverine Flood Mitigation Project; authorizing the City <br />Manager, or his designee, to execute said agreement; and declaring an effective date. <br />A motion was made by Deputy Mayor Pro Tem Scott, seconded by Mayor Pro <br />Tem Derrick, to approve Resolution 2021-37R. The motion carried by the <br />following vote: <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />19. Consider approval of Resolution 2021-39R, approving the issuance of revenue bonds in <br />a principal amount not to exceed $30,000,000 to be issued by the New Hope Cultural <br />Education Facilities Finance Corporation for a residential senior living project to be <br />known as the Villas Del San Xavier Senior Residences and located at 2621 South IH -35; <br />and declaring an effective date. <br />A motion was made by Mayor Pro Tem Derrick, seconded by Council Member <br />Baker, to approve Resolution 2021-39R. <br />Michael Cosentino, City Attorney, stated when bonds are required for a <br />project like this the consent of the governing body for which the project is <br />located, must approve a resolution. The city is not financially obligated for any <br />of this debt. Action was taken at an earlier date, but the authorization expired <br />so we are doing it again. <br />Mayor Pro Tem Derrick stated that this item was approved in 2018 and 2019. <br />This is only a letter of no objection to receive the low income housing tax <br />City of San Marcos Page 12 <br />
