City Council Meeting Minutes February 24, 2021 <br />Mr. Stapp stated the Trauma Service Area "O" Hospitalizations was at 9.24% <br />this morning. <br />Testing Overview <br />• 135,860 tests administered county wide <br />- 119,740 negative (88.1%) <br />- 16,120 confirmed (11.9%) <br />• Testing by Curative <br />- Goodnight Jr. High (near old Austin Community College building off of Hwy <br />123) <br />- Various additional locations throughout the region <br />• Abbott Labs BinaxNow Rapid Testing <br />- City Employees (Fire and Police) <br />- San Marcos CISD (employees and students) <br />- Chamber of Commerce (distributing tests that can be used by businesses to <br />immediately test employees) <br />Mr. Stapp mentioned that 47 businesses completed the survey and are <br />interested in the rapid tests. He also mentioned that 26 businesses have <br />completed the required training, 18 kits have been picked up. Mr. Stapp stated <br />that out of the 47 businesses, 17 are members and 30 are not members of the <br />Chamber. <br />Updates to Governor Abbott's Actions <br />• February 9: Governor, Texas Department of Housing and Community Affairs <br />(TDHCA) Announce Statewide COVID-19 Rental Relief Program <br />- Statewide rent and utility assistance program launched to administer the <br />more than $1 billion allocated to Texas through the latest federal COVID-19 <br />stimulus bill. <br />- Households must be at or below 80% of the area median income to qualify <br />- Applications can be submitted by calling 1-833-9TX-RENT (1-833-989-7368) <br />or submitting it online at TexasRentRelief.com. The call center is open <br />Monday through Saturday, 8 a.m. - 6 p.m. <br />Council Member Garza thanked staff for the update and mentioned the active <br />cases and case counts are decreasing there could be a spike due to the ice storm <br />by neighbors gathering due to power outages. She stated she is concerned <br />regarding how the state is going to respond to the spike and asked what <br />proactive measures we are taking to have a good response plan? Mr. Stapp <br />stated that staff will be monitoring and ready to take measures for the <br />potential drastic increase and stated it will take a week or two to get the <br />City of San Marcos Page 3 <br />
