City Council <br />Meeting Minutes February 2, 2021 <br />Commission on Environmental Standards which may be very hard to obtain in <br />that location. Density that could be allowed is not known. <br />For water, they can drill wells (after obtaining a permit from the Edwards <br />Aquifer Authority) or connect to another service provider who would be <br />willing to extend water lines to this location. <br />The council reviewed the proposed site plan which is for one lot with multiple <br />structures. On December 15, 2020 the City Council approved the request on <br />their consent agenda. <br />The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />15. Hold a discussion on changes to Section 86.003. - Extensions and connections to city <br />water or wastewater system outside the city limits, and provide direction to Staff. <br />Laurie Moyer, Director of Engineering, provided a brief presentation on the <br />changes to Section 86.003 on the process of approval for out of City utility <br />requests. There is a difference in process between a connection and an <br />extension. <br />Ms. Moyer stated for service CONNECTIONS the City Manager has the <br />authority to approve applications outside the city limits. A service connection <br />is defined as a private connection to the city main. Ms. Moyer provided an <br />example of a tap to a city main with a water meter or sanitary sewer cleanout <br />set at the property line. No construction of a City main is required. <br />Ms. Moyer stated City Council must approve applications for EXTENSIONS <br />of city water or wastewater lines to serve property outside the city limits. <br />Extension of City lines occur when utility service is not available at the <br />property or code requires the extension of a public main. Ms. Moyer stated <br />examples are extension of City mains because of connection points are remote <br />from the development or the extension of a public main is required across the <br />frontage of a parcel for the future extension or connections to new subdivisions <br />or developments. <br />Ms. Moyer mentioned in the past the City has purchased rural water systems <br />which extended the City's service area outside the city limits. The <br />differentiation between connection and extension approvals may have been <br />City of San Marcos Page 18 <br />
