City Council Meeting Minutes August 2,, 2016 <br />For. 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tem Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />18. Consider approval Of Resolution: 2016-104R approving the allocation Of Community <br />Development Block Grant. Disaster Recovery (CDBG-DR) funding in the amount of <br />$25,080,00�0.00 for the 2016 C013G-DR Action Plan in compliance with Federal <br />Register Notice #5938-N-01 -, setting City priorities for the use of CDBG-DR funding; <br />authorizing the City Manager to act as the Official Representative of the City in <br />matters related to the CD13G-DR Program and Action Plan; and declaring an effective <br />date. <br />Main Motion: A motion was made by Council Member Gregson, seconded by <br />Council Member Hughson, that Resolution 2016-10411 be approved. <br />Motion to Amend: A motion was made by Council Member Hughson, <br />seconded by Council Member Gregson, that Resolution 2016-10411. be amended <br />by including the following numbers: Administration: 5% - $1,254,000 <br />Planning 15% - $3,762,000, Housing 30% - $7,524,000, Infrastructure 50% <br />$12,540,000. The motion carried by the following vote: <br />For. 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tern Prewitt, Council Member Hughso,n, Council Member Derrick and!, <br />Council Member Gregson <br />Against: 0 <br />Main Motion: that Resolution 2016-104R be approved. The motion carried by <br />the folUlowing vote: <br />For 7 - Mayor Guerrero, Mayor Pro -Tern Thomaiides, Council Member Prather, Deputy <br />Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />Against- 0 <br />19. Receive a presentation from Winstead PC on the proposed city of San Marcos <br />Guiding Principles for the 85th session of the Texas Legislature and hold discussion <br />of possible legislative support resolutions to be provided to the Texas Municipal <br />League Resolutions Committee; and Consider approval of Resolution 2016-1058 <br />adopting guiding principles for the City's Legislative Action Program for the 85th, <br />Session of the Texas Legislature in 2017. <br />A motion was made by Deputy Mayor Pro Tem P'rewitt, seconded by Council <br />Member Prather, that Resolution 20116-10511 be approved.
