AIRPORT MASTER PLAN <br />o Transitional Surface-Extends from the edges of the primary surface <br />until it reaches the horizontal surface and from the edges of the <br />approach surfaces until it reaches the horizontal surface or for a <br />horizontal distance of 5,000 feet at a 7:1 slope. <br />These surfaces are depicted in the Airspace Drawing that is included as part of the <br />Airport Layout Plan. A small hill is located approximately 4,500 feet north of the <br />existing Runway 17 threshold in close alignment with the Runway 17/35 centerline. <br />This hill is expected to be key consideration in the future development of Runway <br />17/35 in the alternatives process. <br />Based on airfield/airspace facility requirements defined previously in this <br />document,the following airfield/airspace development objectives have been <br />created to guide the alternatives development process: <br />Runways/Approaches/Airspace: <br /> Runway 17/35 needs to be developed as the primary runway. <br /> Runway 17/35 should be protected for an extension up to 7,000 feet. <br /> Runway strengthening will likely be necessary for Runway 13/31 and Runway <br />17/35. <br /> Runway 17/35 and Runway 13/31 should be considered for upgrades to C-III <br />standards as they are the most suitable for improvement. <br /> Runway 17 should be evaluated for lower approach minimums (¾ mile). <br /> Evaluate need to repair or replace Runway 8/26 REILs. <br /> Consider the closure of Runway 8/26 as it provides no substantial wind <br />coverage or capacity benefits and would be difficult to upgrade to C-III <br />runway design standards. <br /> Add lighted windsocks to runway ends. <br /> Add PAPI system to Runway 35. <br /> Acquire property or establish avigation easements necessary to protect the <br />RPZs for Runway 8, 31, and 35. <br />Facility Requirements Chapter Page 56 of 70 <br />October 2020 <br /> <br />
