Consider approval of Resolution 2021-127R, allocating up to $640,000 in one time grant <br />funds from the City's General Fund for non-profit activities that mitigate adverse impacts <br />of the Coronavirus Pandemic; authorizing the City Manager, or his designee, to act as the <br />Official Representative of the City in matters related to said grant funds on behalf of the <br />City; providing for the reallocation of any funds not awarded for non-profit activities related <br />to the pandemic; and declaring an effective date. <br />Carol Griffith, Housing and Community Development Manager provided the <br />presentation regarding one time grant funds in the amount of up to $640,000 <br />from the City's General Fund for non profit activities that mitigate adverse <br />impacts of the Coronavirus Pandemic. <br />Overall Requirements include: <br />— Agency must have a track record of producing results OR up to three letters <br />of recommendation <br />— Difficulty must be related to the pandemic <br />— San Marcos resident, including non -citizens <br />— Additional points for case management, child care, internet support, car <br />payments, job training, homelessness prevention <br />Application Evaluation Criteria <br />1. Activity Need and Justification: 20 Points <br />2. Impact and Cost Effectiveness: 30 Points <br />overhead, leveraging other resources <br />3. Implementation: 20 Points <br />focus on measurable outcomes <br />4. Past Performance or Letters of Reference: 20 Points <br />5. Preferred Need Categories: 10 Points <br />(1) not eligible due to requirement for relationship to pandemic; <br />applicant is encouraged to apply for Human Services funding <br />(2) not eligible due to for-profit status; applicant is encouraged to apply for <br />Human Services funding with 501(c)(3) status <br />(3) Program description lacks details such as location and cost of hotel stays, <br />description of support services to be provided, how goals will be achieved <br />(Exhibit A attached, that identifies the Applicants and Evaluation Criteria) <br />Committee Recommendation, continued <br />Incorporate the remaining $499,120 into the Human Services Advisory Board <br />application process this year, and remove the stipulation that the program <br />City of San Marcos Page 19 <br />
