City Council Meeting Minutes August 3, 2021 <br />Council for their support. He stated he is available to answer questions. <br />Lisa Marie Coppoletta, thanked the applicant for the neighborhood <br />enhancements. She expressed concern with artifacts from city projects. She <br />stated the studies should be incorporated on all city projects. <br />There being no further comments, Mayor Hughson closed the Public Hearing <br />at 7:20 p.m. <br />A motion was made by Deputy Mayor Pro Tem Scott, seconded by Council <br />Member Gleason, to approve Resolution 2021-142R. <br />Council Member Baker expressed concern with approving or planning <br />multi -family developments without consideration of land dedication for a fire <br />station. He would like this agreement to be contingent upon completion of the <br />fire station prior to people moving in to this development. <br />Mr. McDonald stated they are working on transportation routing issues with <br />Hays County and they are planning to dedicate land to Whisper South but he <br />believes the fire department prefers the Whisper East fire station location. <br />Chief Stephens stated fire station 5 serves the Whisper area now and is <br />interested in the piece of land that is graciously being donated in Whisper East. <br />He also stated a fire station at the airport would not serve Whisper. The <br />immediate need would be for fire station 7 to be located in Whisper East and <br />that would meet the needs and will also serve the airport. <br />Mayor Pro Tem Derrick asked if the applicant can disclose to potential buyers <br />the emergency response time. Mr. McDonald stated it can be added to the title <br />of record. <br />Council Member Gleason inquired about insurance rates and response times. <br />Chief Stephens stated the Insurance Services Office (ISO) classification Blanco <br />Vista has a 2 rating because it's within 5 miles of a fire station; Whisper would <br />be the same. This is the same rating that most of the city has. <br />The motion to approve carried by the following vote: <br />For: 6 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Gonzales, Deputy Mayor <br />Pro Tem Scott, Council Member Garza and Council Member Gleason <br />Against: 1 - Council Member Baker <br />26. Receive a Staff presentation and hold a public hearing to receive comments for or against the <br />proposed application and funding process for human services funding. <br />City of San Marcos Page 10 <br />
