City Council Meeting Minutes August 3, 2021 <br />Amanda Hernandez, Assistant Director of Planning and Development Services, <br />provided the presentation. Ms. Hernandez stated in July 2021 the Planning <br />department took over the Human Services Advisory Board (HSAB) from the <br />Finance department. She mentioned the board's purpose is to administer the <br />human services funding process and make recommendations on awards. Ms. <br />Hernandez stated the board will be awarding $1M in funding from the general <br />fund and American Rescue Plan. Ms. Hernandez mentioned under the <br />ordinance of the board, a public hearing is required by June 3rd and it has not <br />been completed the past two years. She mentioned no action needed this <br />evening just the public hearing to ensure it complies with the ordinance. <br />Mayor Hughson opened the Public Hearing at 7:57 p.m. <br />Those who spoke: <br />Lisa Marie Coppoletta, expressed concern with the documentation not <br />included in the agenda packet. <br />There being no further speakers, Mayor Hughson closed the Public Hearing at <br />7:59 p.m. <br />Mayor Pro Tem Derrick inquired about this round of funding, and if HSAB <br />will only consider applications from non -profits that have been in service for 2 <br />years or more. Ms. Hernandez stated no, this funding has no restriction on <br />length of time the non-profit has been established. Staff did not see this <br />requirement in any written document; therefore, it has not been included in the <br />application. Organizations will be considered regardless of time in service. <br />Mayor Pro Tem Derrick asked if there is a way for a younger non-profit to <br />partner with a more established non-profit and if that would strengthen their <br />proposal? Ms. Hernandez mentioned partnerships between non -profits would <br />be welcome. She stated staff would let the HSAB know council would be <br />interested in partnerships and potentially receive credit. Mayor Hughson asked <br />if partnerships are going to split funding, would each partnership state what <br />they are each seeking. Ms. Hernandez stated yes, details would be required on <br />how the money would be spent. <br />Council Member Baker asked when will materials be published to promote? <br />Ms. Hernandez stated she doesn't have exact date but will be soon. This will be <br />treated like CDBG with materials in English and Spanish, training with new <br />organizations since applications will be due in one month.
