City Council Meeting Minutes August 3, 2021 <br />Mayor Hughson noted that our Communication staff have done a good job in <br />the past of making this type of information available on social media and Ms. <br />Reyes confirmed that this will continue in the future. <br />Mayor Pro Tem Derrick asked if we mail the applications to newly <br />organizations? Ms. Reyes stated the liaisons reach out to partners to notify <br />them of grant opportunities. Ms. Derrick would like Ms. Insley to reach out to <br />our Homeles coalition on funding opportunities and doesn't want them to be <br />left out. Ms. Reyes stated staff would reach out to Ms. Insley. <br />27. Receive a Staff presentation and hold a public hearing to receive comments for or against and <br />consider an appeal of the decision of the Planning and Zoning Commission to deny <br />CUP -21-17, a request by John Mark Slack, on behalf of Mr. Exotics Steakhouse, for a new <br />Conditional Use Permit to allow the sale and on -premise consumption. of Mixed Beverages at <br />101 and 105 East Hopkins Street. <br />Amanda Hernandez, Assistant Director of Planning and Development Services, <br />provided the Council with a brief presentation regarding the Conditional Use <br />Permit (CUP) appeal before the Council. Ms. Hernandez stated Code <br />Enforcement received a complaint regarding construction occurring to the <br />interior of the building. After inspection of the property, Code Enforcement <br />found no evidence of permits being issued for the work and staff issued a Stop <br />Work Order on April 1, 2021. At first the applicant was not in compliance with <br />Historic Preservation Commission and got into compliance but did not use the <br />correct paint or trim on the exterior; staff asked them to correct this and they <br />are in the process of applying for a building painting permit. <br />Mayor Hughson opened the Public Hearing at 8:11 p.m. <br />Those who spoke: <br />David Sergi, spoke on behalf of the applicant. He stated the applicant has <br />purchased various historic properties and their heart is in preservation. He <br />stated the applicant, Mr. Slack, was not aware of the code and believes they <br />desire to postpone action on this item. Mr. Sergi's stated the applicant would <br />like to rebuild the trust in the community. Applicant wants to revitalize the <br />building and will make it a high end steakhouse. He is available to answer <br />questions. <br />John Slack, applicant, echoes what Mr. Sergi stated. He would like to go <br />through the proper process with permits to restore the building. <br />Lisa Marie Coppoletta, spoke in opposition of the project. She expressed <br />concern with credibility of the applicant and the project. She would like the <br />City of San Marcos page 12 <br />
