City Council Meeting Minutes August 3, 2021 <br />applicant to follow the rules and do the process right. <br />There being no further comments, Mayor Hughson closed the Public Hearing <br />at 8:20 p.m. <br />Mr. Sergi stated applicant would like to postpone this request to the next <br />meeting. <br />Council Member Derrick and Baker expressed their objection to this project <br />and the postponement of this item. <br />Greg Carr, Director of Neighborhood Enhancement, provided the involvement <br />and contact staff has made with Mr. Ibanez notifying him of the permits <br />needed. Mr. Carr stated the applicant's statement that he didn't understand the <br />permitting process doesn't hold water because staff tried to work with them <br />from the beginning but applicant covered the windows and wouldn't allow staff <br />to go into the building. Staff received complaints from neighbors and the fire <br />department showing videos of workers bringing materials into the building. <br />Mr. Carr stated staff hasn't received plans for the kitchen and there are <br />requirements for grease traps and hoods. <br />Council Member Garza stated Mr. Carr's comments were accusatory and feels <br />it is important to give people a second chance and Council should postpone. <br />She asked Mr. Slack for his response to the comments by Mr. Carr. Mr. Slack <br />stated the Burleson property is his residence and will remodel the barn on the <br />property and he understands the process. Regarding this property, he stated he <br />never got a call from code compliance but staff called the building owner <br />threatening a warrant would be issued. Mr. Slack stated he would have opened <br />the doors and he would like to complete the kitchen and no alcohol will be <br />served until the permitting process is completed. He stated this is his first <br />restaurant and he is willing to provide the plans at the next meeting. <br />A motion was made by Mayor Hughson, seconded by Deputy Mayor Pro Tem <br />Scott, item to be postponed to the September 7th City Council meeting. The <br />motion carried by the following vote: <br />For: 4 - Mayor Hughson, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 3 - Mayor Pro Tem Derrick, Council Member Baker and Council Member Gonzales <br />CONSENT AGENDA <br />8.
