City Council Meeting Minutes August 3, 2021 <br />staff from Texas State that look for known activities and if there is detection of <br />activities then staff will need to do testing on site. If so, there could be a <br />required archeologist on site during construction to monitor and capture any <br />artifacts. Ms. Moyer mentioned a study is needed when the projects is using <br />federal or local dollars. She noted that due to the construction activity that has <br />already been done in this area, including streets, disturbance of the area has <br />already happened and items likely would have been found. Costs could be in <br />the $30,000-40,000 range depending on what may be found. Mr. Carson stated <br />that he is not aware of any findings when the streets were built. Mr. Carson <br />addressed the price points of units stating they will be 200K -400K. Mr. Baker <br />noted that artifacts would likely have been found during the construction of <br />the Hays County Government Center. <br />Council Member Derrick stated she would like to see an item at a future <br />agenda to discuss archeological studies. <br />Mayor Hughson would like to consider the refund of the Zoning Board of <br />Adjustment review fee to the applicants. Mr. Cosentino stated this will need to <br />be on a future item. <br />The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />25. Receive a staff presentation and hold a Public Hearing to receive comments for or against <br />Resolution 2021-142R, approving a Development Agreement with Harris Hill Residential Land <br />Holdings, Ltd., providing for annexation and regulating the development of approximately 379.84 <br />acres of land in the City's Extraterritorial Jurisdiction generally located between Harris Hill Road <br />and future FM 110 North of Harris Hill Road; authorizing the City Manager, or is designee, to <br />execute said agreement on behalf of the City; and providing an effective date, and consider <br />approval of Resolution 2021-142R. <br />Amanda Hernandez, Assistant Director of Planning and Development Services, <br />provided the presentation regarding the Development Agreement for Whisper <br />South for 379.84 acres located between Harris Hill Road and future FM 110 <br />north of Harris Hill Road. Ms. Hernandez stated the project will allow <br />development of single family residential, multifamily, or commercial. <br />Mayor Hughson opened the Public Hearing at 7:15 p.m. <br />Those who spoke: <br />R.W.
