City Council Meeting Minutes August 17, 2021 <br />Deputy Mayor Pro Tem Scott expressed his concern with the tax rate and he <br />said unless we lower the tax rate, citizens will continue to see an increase. <br />Mayor Hughson inquired about the no new revenue rate. Ms. Kalka stated the <br />No -New -Revenue rate for FY2021 is .6999. Mayor Hughson stated they did <br />lower the tax rate last year and there has not been an increase in the tax rate in <br />a number of years except when citizens voted for the Library expansion and <br />new Public Service facilities for Police and Fire. <br />The motion to approve carried by the following vote: <br />For: 5 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Garza and Council Member Gleason <br />Against: 2 - Council Member Gonzales and Deputy Mayor Pro Tem Scott <br />22. Consider approval of Resolution 2021-159R, supporting the application by the San Marcos <br />River Foundation to the for Hays County Parks and Opens Space Advisory Commission <br />("POSAC") for Hays County 2020 Parks Bond funds to fund the acquisition of approximately <br />102 acres of land, more or less, commonly known as the Elsik Tract for future open space and <br />conservation purposes; and declaring an effective date. <br />A motion was made by Mayor Pro Tem Derrick, seconded by Council Member <br />Baker, to approve Resolution 2021-159R. <br />Mayor Hughson wanted to make sure the transfer of ownership was at no cost <br />to the City. This amendment was placed incorrectly on the last version. This <br />Resolution fixes this and replaces previous versions. <br />The motion to approve carried by the following vote: <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />23. Consider approval, by motion, of an Out of City Utility Connection request for water service by <br />Brian Page for approximately 1.001 acres, more or less, located at 4130 Knight Street. <br />A motion was made by Deputy Mayor Pro Tem Scott, seconded by Council <br />Member Baker, to approve an Out of City Utility Connection request for water <br />service by Brian Page for approximately 1.001 acres, more or less, located at <br />4130 Knight Street. <br />The motion to approve carried by the following vote: <br />City of San Marcos Page 16 <br />
